Harmon Den and Rich Laurel areas. De cember 12-13, starting at 2:00 p.m. and 12:00 respectively on UwharrieandPisgahareas. December 12. starting at 2:00 p.m. on Mt. Mitchell, Dlniel Boone and Sandhills w'ldlife management areas. On the Uwharrie and Sandhills areas hunters will be allowed to uke deer of either sex, the other hunts will be for anterless deer only. A second day of either sex hunting originally scheduled for the Sandhills area has been cancelled. 44 Cases of Polio Reported In State A total of forty-five cases of paralytic poliomyletis have been reported thus far in I960. Twenty -three out of the forty-four cases were of per sons who had received no doses of Salk Vaccine. Twelve more had received less than three. Over 61 per cent of the cases were in the birth to four age group with over 77 per cent occurring in chil dren under ten. More boys than girls were reported as having polio. The State Board of Health 'S now recommending four doses of Salk vaccine. ASC H lews By L. L. Kissel burg The 1961 Agricultural Con servation Program has been developed and is to be car ried out on the basis of the following general principals. 1. The National program contains broad authorities to help meet the varied soil and water conservation problems of the nation. State and county committees and the particip ating agencies design ? pro gram for each state and coun ty: Such programs include limitations and restrictions, necessary for the maxium in conservation accomplish ments In the area. The pro grams are confined to the soil and water conservation practices on which Federal cost-sharing is most needed in order to achieve the max imum conservation benefits in the state and county. 2. The state and county programs are designed to en courage these soil and water conservation practices which provide the most enduring conservation benefits prac tlably attainable in 1961 on the land which they are to be applied. 3. Cost will be shared with the farmer only on satis factorily performed soil and water conservation practices for which Federal cost-shar ing is requested by the fanner before the conservation is begun. 4. Cost is shared only on soil and water conservation practices which it is believ ed farmers would not carry out id the needed extent with out program assistance. 5. The rates of cost-shar ing for the county are the minimum required to result in substantially increased performance of needed toil and water conservation pra ctices within the limit* pre scribed within the national program. 6. The purpose ot me pro gram Is to help achieve ad ditional conservation on land now in agricultural production rather than to bring more land Into agricultural pro duction. The program la not applicable to the development of new or additional farmland by measure* such as drainage or land clearing. 7.
