Could Be Avoided - Senator Mansfield, as reported In the news story, Is anxious to get ahead with the program of the Kennedy Administration and wishes co avoid a bitter fight In the Senate, a debate which will certainly take place If further efforts are made to restrict speech In the Senate. This can be avoided by going about the business of legis lating for the needs of the country when the new Session convenes rather than drag ging out the old rule-change proposal. The rule was chang ed In the last Congress, a compromise, and no further action Is needed. The last bastion of unlimited speech In the world Is In the Senate and Its use to kill unwise legislation has been demon strated many times. Facts show that the use of unlimit ed speech In the world Is in debate by Southerners has been resorted to less fre quently than by others, the so-called liberals being a mong the groiq> which has traditionally protected a minority point of view by the right to discuss legislation thoroughly.
