Three things stand out perhaps more than any other, which are: 1. Aid id education: 2. redlstrtcdng (he Stale (or Congressional Districts; S. reapportionment of the State House and Senate. Throughout State agencies more spending Is seen. The budget prepared by theBudget Advisory Commission has a record-breaking total of 1 1/3 billion dollars, which repre sents an increase. This will include $979,771,641.00 in State funds with the remain der coming from Federal sources. Governor Terry Sanford has indicated he will ask the Gen eral Assembly for additional funds for schools and is pre pared to recommend tax in creases, if necessary, to raise the money. The budget which ??s ex pected tn these days of high er cost, greater needs, and more people, certainly Is a large one. It would seem to me that this budget does not recognize the ability or the willingness of the people to pay for the services they re commend. I am looking for ward to hearing of Governor Sanford's recommendation on how to raise new money to meet these services. Last week was the business of getting organized, with of ficers being elected in the Senate and the House and on Friday, Lt.Gov. Phllpottnam ed the standing Committees of the Senate. Your Senator was named Chairman of the Committee on Salaries and Fees; Vice Chalrman of the Finance Committee, and a member of the following committees: Banking, Local Government, Propositions and Grievances, University Trustees, Wildlife. Conservation and Develop ment and the Committee to redlstrlct the State's Con gressional Districts. The Finance Committee has the responsibility of raising money to* meet the cost of State Government. As Vice Chairman of the Committee, 1 expect this will be a tre mendous problem. ' North Carolina will lose one Congressman under the National reappropiate of the House of Representatives. It is the duty of the Committee on redlstricting the Congres sional Districts to work out this problem. North Carol ina's twelve Districts will be reduced to eleven and North Carolina's geography and pop ulation makes this job very difficult. The budget indicated to the General Assembly that money will be available to pay the teachers their promised 5% bonus at the end of this fiscal year, June 30, 1961. This tea cher's bonus was devised by the 1959 Assembly and Is based on revenues collected over and above theLegisladve estimate of $283,000,000.00. This 596 bonus will take approximately J7.000.000.00. I was appointed, along with Senator Cutler Moore of Rob erson, to escort Governor Sanford to the rostrum for him to make his appropriations speech to the General Assembly. The House, al which 1 am privileged to be a mem ber, convened at noon Wednes - day, February the 8th, and officially elected Its officers. Joseph Hunt o ( Greensboro was elected Speaker of the House. In a tump ting to Inform the people of Cherokee County about the doings of the Legis lature. I want to first thank them lor allowing me b> re present Cherokee County citizens. I deem it a great privilege. In organizing. I felt that there was a slight confusion; however, experienced law makers ssy that this usually happens, and next week when all committee assignments have been made, that then we can really get down to work. Two committees have been already assigned in the House. These are the money commit tees. Finance and Appropriat ions. The Finance Committee arranges to get the money, and the Appropriations Committee spends it. I was selected on appropriations. Some of my collegues have told me that the Appro priations Committee work is very interesting, as different aspects of state government are revealed In the several agencies, sctools, colleges, etc., as they explain (heir cause to (his Important com mittee. There was much talk In this beginning week about re distrlcdng (he state's con gressional districts, as North Caroliaa will lose one coo gressman under the National Congress Reapportionment Act. Money for state schools, which Includes pay raises for teachers and capital Improve ments (much needed In this county), reapportionment of the State House ind Senate, all of which make me think there is lots of work to be done. Governor Sanford's mes sage on the budget was most Interesting. He reserved his recommendations on some parts of this budget, and will give them to us next week. Particularly am 1 anxious to find out how he expects to raise new money. I expect to be in Cherokee County most every weekend, and I will certainly be glad to talk with anyone about any problem they might have with which I can be of assistance to them.
