Pipes, 40, Chief of the Richmond, Va. bureau of sanitation has resigned his position. Pipes, the son of Mrs. W. C. Pipes of Peachtree, was with the city Health Depart ment since June 1950. He will become an administrative me thods consultant in the Char lottesville regional office of the Children's Bureau.
