C edger the subcommittee voteci 30 : (1) eliminate $80 limit on passenger motor vehicles lesigned not to exceed twelve persons, and (2) levy a three percent sales tax on the gross receipts of laundries, clean ers, etc. Under Senate Bill 78 the estimated revenue per annum would amount to $41,243,363. That would leave the esti mated revenue under Senate Bill 78 when amended as recommended by the Sub committee to be $37,056,531 per annum. The Finance Subcommittee, taking its work seriously and trying to solve the question "to stay or not to stay in session", passed the tenta tive date of June 20 and exploded its surprise measure without any advance notice. It had been speculated that a Joint House and Senate Finaace Subcommittee would meet Mora any positive re commendations were made. However, the Senate Sub eonwntnae thought that in the interaat of time it would be haver to make its own re commendations early. Needless to say, there will be other recommendations for eaamptlons to "across the board three percent sales, tax." However, the thinking is strong in the Legislature that the Finance Committee Is spending too much money, eapeclally with revenues ex ceeding expectations. Many legislators think the Gover nor's request for money is too ambitious. I personally (eel that expenditures should be tied down and should be kept in line with estimates. In my opinion, the state employees' request for a 5 H 7 1/2 percent increase is not out of line, and their re quest should be complied with during this legislation. Redistricting of the congres sional districts also reached a high point Thursday night with the resolution which passed the Senate Committee making It mandatory that no two democratic congressmen should he pitted against each other. This resolution, aimed at Representative Charles Raper Jonas, the State's lone Republican in Congress, will probably change the com plexion of the entire redis tricting problem. Making eleven districts out of twelve 1* a problem that no one wanted, but it could not be helped by virtue of the State'! population increase not hold ing up to the point that North Carolina could keep her twleve congressmen. Keep in mind that any action any committee makes will also have to be approved by the ful Senate body and condurred in by the House of Representa tives.
