The purpose at the meeting *u to atady waya a t speidlag the legtalature for aa early The Governor dlacuaaod Ma tax program aad (alt that the subcommittee should make la recommendations to the full finance committee as quickly as possible. Following his suggeedoos. the Sana* subcommlnee reported to the full committee on Thursday afternoon. The appropriation* committee spending s on paper are ahead of new revenue. Although nothing has been voted on yet by a full legis lature, the approprlattona < subcommittee Is recommend- t lng spending money fas ter than j the finance subcommittee's I recommendadons for raising I It. The appropriation! grtn* has tentatively approved general find spending for the I next htennlum $75,772,829 | over the recommended budget t and has, also, recommended " capital Improvement spending an estimated eight million dollars above the 57 million dollars recommended by the advisory budget commission. Most of the capital improve t ments will be financed by I bond issues which must be ) voted on by the people. For each million dollars in bonds, about one hundred thousand dollars must be set aside In the blennlum to pay off the debt. i Thus the net effect of the I appropriations subcommlt- | tee's tentative action would | add some 76 million dollars to the recommended general fund budget. The tax package agreed tqmn last week In the Joint finance subcommittee f would bring In only 73 million j dollars. Governor Sanford has re commended using an esti mated 19 million dollars of accummulated surplus ? finance secondary roads. Thia surely would be a windfall for the smaller rural counties for they would receive most of this money for their badly needed secondary roads.
