If Congress enacts moo law the provision which authorizes those who ad minister foreign aid to finance the program for S years form borrowings for die Treasury, the congress will be sur rendering a power, which the Conattaidon contemplates that Congress alone should exer cise. to an agency of the executive branch of the government. In the Senate debate over this provision. Senator Aiken, a long time advocate of foreign aid pro grams and a former advocate of this Treasury borrowing provision, said that the difference financing of foreign aid and the new plan will be simply this "that for the next five years congress would have a right to look into the stall where the horse used to be." Should the new plan be adopted If the President should choose to veto a Congressional dis approval of any part of the foreign aid program, Cong gress would have B> muster a two-thirds vote to carry out la wishes. At the present Ume Congress can do this by a simple majority vote. I have made adillgenteffort 10 study the foreign aid pro gram. My study has left me with an abiding conviction that foreign aid harms our country and the free world more than it helps it. To me the most appalling result of our foreign aid program has been its effect upon those who are charged with the responsibility for our diplomacy and foreign policy. Instead of engaging in construcdve thinking they have accepted the foreign aid program as a substitute for wise diplomacy and sound for eign policy. Equally appalling is the fact that the United States has actually borrowed a substantial partof the money which It has loaned or given away to other nations. In 1961 62 It will do so again. If an Individual were to persist in borrowing money for the pur pose of giving It away, his family would procure the ap pointment of a guradlan to manage his affairs.
