Vote Act Filibuster Winding Down WASHINGTON - The first MM a# a filibuster against extending ke> provisions ?f the IMS Voting Rights Act wound toward a dooe Wednesday, bat final approval appeared at leaat a week away. "Why ate we net moving on this matter?" asked a plainly frustrated Sen. Jennings Randolph, D-W.Va., a supporter of renewing enforcement sections of the law which expire August a. "There Is no action here in this body." Randolph said. More than three-fourths of the Senate has endorsed a voting rights compromise sup ported by both President Reagan and major dvfl rights organisations. But a small group of ultra-conservatives led by Jesse Helms, R-N.C., has successfully blocked the Senate from even beginning formal consideration of the extension, said by its supporters to be the most important civil rights logltlattoa Is go through ths Senate hi the tTth Congree^ At issue is whether *fl *r part of 8 states should tnntln Is be required to mm Is 8s Justice Department to chsnge voting lavs which might affect minority voting pattens. Elbart Hubbard The Active Corvumer Many consumers sre tak ing action to help the American economy. They are writing their legislators in the Houae of Represents tives protesting a proposed bill that could affect jobs here and our ability tb compete with foreign com panies. The bill, H.R. 5158, passed by the House Tele communications Subcom mittee, which is chaired by Representative Timothy Wirth of Qolorado, would override the proposed Con sent Decree A TAT signed with the Justice Department last January. The bill is designed to place more restrictions on AT AT than any legislative proposal advanced by the Congress in a nearly decade long attempt to revise national telecommunica tions policy. Those restric tions could cost some of the nearly one million tele phone company workers their jobs. While supposedly en hancing competition in the telecommunications indus try, the bill increases regula tory control of ATAT, leaving that company's com petitors?both domestic and foreign?free. What's more, AT&T is curbed by the bill in the application of its own technology developed at Bell Laboratories in relation to providing Information Age services. That could delay or prevent scientific discoveries that might have made life better for us all. Consumers who are con cerned about these issues raised by H.R. 5168 are communicating with Con gress. They are writing to the United States of Repre sentatives, Washington, D.C. 20515. Consumers are taking an active part in trying to prevent a law that would restrict some communication services.
