Voters also will consider five proposed changes in the state's constitution, including ooe that would expand from two to four years the terms of state legisla Each proposed amendment must be approved by a majority of voters to be added to the constitu tion. n Amendment One: Four-year terms. Probably the most debated of the constitutional amendments, the first proposal on tha ballot would expand the terms of mem bers of the General Assembly from two to four years, beginning with members elected this year. ? Amendment Two: Temporary recall of judges. The amendment would authorize the General As - sembly to provide for temporary recall of retired Supreme Court justices or Court of Appeals judges to serve temporarily on either of the appellate courts. n Amendment Three: Utilities appeals. The amendment, also recommended by the courts com mission, would give the Supreme Court the authority to review, when authorized by law, direct appeals from the N.C. Utilities Commission. n Amendment Four : Airport and iffapny* finnnHng The amend ment, proposed by the N.C. De partment of Commerce, would al low the General Assembly to grant public bodies more powers to de velop new and exiting seaports and airports. ? Amendment Five: Private col lege financing. The amendment would allow the General Assembly to enact laws to give the state's 38 private colleges and universities the right to issue tax-exempt bonds to finance construction and renovation. Hie amendment authorizes the state or any state entity to issue revenue bonds to finance or re finance the cost of acquiring, con structing and financing higher ed ucation facilities for any non-profit private corporation, regardless of a school's religious affiliation. AN OKN LETTER TO THEfUMJC FROM LUTHER H. SANDERSON CANDIDATE FOR SHERIFF OF R0K80N COUNTY TO THE CITIZENS OF ROBESON COUNTY: I have spent practically all of my professional life in law en forcement. Most of those years have been in the service to you, the citizens of Robeson County, first, in the capacity of deputy sheriff, then as a detective for more than eleven years. As a law enforcement officer, I faced many challenges each day, but none was ever greater, morally or professionally, than on Saturday, January 3, 1961. On that date, I Joined with six other officers of the Sheriff's Department in drafting a collective letter of resignation to Sheriff Hubert Stone. The letter involved cir cumstances surrounding my having witnessed a uniform deputy of the Robeson County Sheriff's Department smoking a marijuana cigarette, in June, 1960, while on duty. On the day after I witnessed that event, I notified Sheriff Stone of what I had seen, also telling the sheriff of previous incidents when I and others had heard of this particular deputy having smoked marijuana. ' In the tetter to Sheriff Stone which, regretfully, as I look back on it, una never delivered hut was notarized, the other officers and 1 stated that "we feel that we cannot execute our duties as Deputy Sheriffs by arresting drug violators in this county, when you, the Sheriff of Robeson County allow this type of violation in your department without tiking just disciplinary action." After much discussion among ourselves^ the letter was not de livered to, Sheriff Stone, and we jointly decided that our law en forcement careers were too precious to us to risk throwing them away on the chance that we might end those careers with the action. We also hoped, at the time, that Sheriff Stone would take some kind of disciplinary action. To this date, no disciplinary action has been taken regarding that officer, who is still an active uniform Deputy with the department. That lack of action eventually led me to resign my position as a detective to seek tne office of Sheriff of Robeson County. If elected as your sheriff, it shall never be my intention to employ, condone, or otherwise allow any officer under my supervision to engage in any type of criminal violation. An officer has the responsibility not only to enforce the law, but to set an example to the public and his fellow officers. > THE SHERIFF HAS THE RESPONSIBILITY TO INSURE THAT EXAMPLE.
