TO POLLS JULY 27 -Caat'd Fran* Pagi I* NORTH CAROLINA HOUSE , OF REPRESENTATIVES 6 aspirants are vying for three seats up for grabs in the North Carolina House of Representatives from this area, which includes Hoke, Scotland and Robeson. Only one incumbent. Bill Gay from Lumberton, is left in the running. Still in the running is Sidney Locks, the only minority, left in the race. Locks, a Black minister from Lumberton, finished first in the primary and hopes to maintain his strong showing in the runoff. Also in the running are Tommy Wellington, a farmer and businessman from the Saddletree area; V. Louise Sanderson, the only lady in the race; Daniel DeVane, a Hoke County Com missioner, and John (Pete) Hasty from Maxton. The only other race on the ballot is two seats still undecided on the N.C. Court of Appeals. In a race for one seat, Eugene H. "Gene" Phillips and H, Horton Roundtree are squaring off. In the othet, Sidney Eagles and Paul Wright are contesting for another seat.
