These notices shall satisfy two separate but related procedural requirements for ac tivities to be
undertaken by the I-RDA/I-umbee Housing Department.
REQUEST FOR RELEASE OF FUNDS
On or about April 28,2000 the I-RDA/I-umbee Housing Department will submit a request to the
U. S. Department of Housing and Urban Development.Eastern/Woodlands Office of Native
American Programs for the release of Indian Community Development Block Grant Program
funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to
undertake a project known as NAHASDA, For the purpose of construction of new homes on scattered sites
for an estimated cost of $605,000.
FINDING OF NO SIGNIFICANT IMPACT
Tie I-RDA/I-umbee Housing Department lias determined that the project will have no significant
impact on the human environment. 'Hierefore, an Environmental Impact Statement under the
National Environmental Policy Act (NF-PA) of 1969 is not required. Additional project
information is contained in the Environmental Review Record (ERR) on file at the
I-RDA/I-umbee Housing Department, 719 Old Main Road, Pembroke, NC 28372, Telephone
(910) 622-1101, and may be examined or copied weekdays 8:30 A.M. to .5:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on the
project may submit written comments to the I-RDA/I-umliec Housing Department. All comments
received by May 15,2000will be considered by the I-RDA/I-umbee Housing Department prior to
submission of a request for release of funds. Comments should

decision or finding required by HUD regulations at 24 CFR Pail 58; (c) the grant recipient has
inclin ed costs not authorized by 24 CFR Part 58 Ixdore approval ol a release of funds by HUD; or
(d) another Federal agency acting pursuant to 10 CFR Part 1504 has submitted a written finding
that the project is unsatisfactory from the sland|x>inl of environmental quality. Objections must l>e
prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall Ix:
