County Honors These Indian Elders: j PURPOSE The purposes tor the organization are as follows: to promote honor and respect for Indian elders by their families and communities by recognizing the elders for their family's hall participation in the electoral process of Robeson County in all primary and general elections and to encourage eligible Indian people and the public at large without regard to race, creed, sex. or national origin to register and vote in all elections ' J Honoring our Indian Lawyers and Judges^ Gary L. Locklear South Pembroke Mr. Locklear is married to Molly O. Locklear., They have two children, Brooke C. Locklear ad Bradley M. Locklear. He is the son of Mrs. Gertrude Locklear and the late Marshall Locklear. Both Mr. Locklear's parents are retired teachers. His brother works as an insurance adjuster with Ford Company; He is a member of Berea Baptist Church and sings with the Adult Choir. Mr. Locklear graduated from PSU with a degree in Business Administration and UNC Chapel Hill Law School. He is a member of the Bar Association and District Court Judge Association. A former Assistant DA with Robeson County, he is a District Court Judge. He taught at Southeastern community College and Robeson Community College. Dexter Brooks South Pembroke Precinct Mr. Brooks is a graduate of Pembroke High School. He attended Mars Hill College, Mars Hill, NC; North Carolina State University, receiving a Bachelor of Science in Electrical Engineering; North Carolina State University, Raleigh, receiving a Master of Mathematics; University ofNorth Carolina School of Law, Chapel Hill, receiving a Juris Doctorate. He currently serves as Assistant District Attorney for the Robeson County District Attorney's Office Ronnie Nell Sutton Philadelphu.i Precinct Married to Genny Chavis Sutton, Mr. and Mrs,. Sutton have two daughters, Ronette Alesia Sutton and Fonda Lynn Sutton, and one grandson. He attended both Magnolia and Pembroke High School. He attended Pembroke State Col-. lege; received a BA degree from University of West Florida, Pensacola, Florida, MS Degree, Naval WarCollege, Newport Rhode Island, MA degree Central Michigan University, Mt. Pleasant, Michigan, enrol led at the Louisiana State University, Ph.D. in Busienss Administration Program priorto retiring to attend law school; and received a JD degree from the University of North Carolina, School of Law, Chapel Hill. HE is a member of the North Carolina House of Representatives, jpjstrict^ 85, since 1993. He'Has served on the UNCP Foundation Board and its executive committee and also services, pro bono, as the Foundation Board Counsel and Chairman of the By Laws Committee. ; il M William Jeffrey Moore Prospect Precinct Mr. Moore is married to Brenda Johnson Moore and they have two children: Lauren Breshen Moore and Briana Page Moore,. He is a descendant of W.L. Moore, who was his great-grandfather. Mr. Moore graduated from Prospect High School, He is a graduate of Pembroke State University with a BS in Psychology and Philosophy, and the University of NC at Chapel Hill with a Juris Doctorate. Earl H. Strickland Lumberton U8 Mr. Strickland is married to the former Peggy Lowry. They have two sons, Seth and Justin. He is the son of Willard and Lady Strickland of the Prospect community. A graduate of Prospect High School. University of Massachusetts, Amherst, Yale School of Law. He is a member of the Robeson C ounty Bar Association, North Carolina State Bar and the North Carolina Academy of Trial Lawyers. He is past president of Robeson County Bar Association. Mr. Strickland is a former attorney for the Public Schools of Robeson County and is the present attorney for Pembroke Housing Authority. He has been in legal practice in Robeson County since 1976. Mansfield North Pembroke Precinct Mr. Mansfield is married to the former Alicia Joy Hardin and they have one daughter, Emmafine Austin Hardin Mansfield. Born in Charlotte, NC, he is the son of Elaine M and C. Franklin Mansfield. He is a graduate of the University of North Carolinaat Chapel Hill witha Bachelor of Arts in Political Science and he has a Juris Doctorate from the University of North Carolina at Chapel Hill. Locklear West Landis Precinct Mr. Locklear, son of Delton and Sara Locklear o Pembroke, is married to Charlene Smith Locklear and they have one daughter. He is a member of North Carolina Bar Association. North Carolina State Bar. North Carolina Academy of Trial Lawyers, and Rowan County Bar Association. Mr. Locklear received recognition from the Center for Death Penalty Litigation Inc. for his role as lead trial attorney in the acquittal of Julius Ray Sanders for the murder of his wife, wherein the state sought to impose the death penalty. As associate of Mr. Sanders and the state's key witness later pleaded guilty to the murder. He is a graduate of Wake Forest L.aw School with a JD: and was admitted to the NC Bar in 1984. Rodney received his Juris Doctor of Law degree from North Carolina Central University School of Law. He also holds Bachelor of Science degree in Psychology from Pembroke State University.
