Ephesians 6:1-3 The Indian Honor Association of Robeson County Honors These Indian Elders: PURPOSE The purposes tor the organization are as follows: to promote honor and respect for Indian elders by their families and communities by recognizing the elders for their family's full participation in the electoral process of Robeson County in all primary and general elections and to encourage eligible Indian people and the public at large without regard to race, creed, sex, or national origin to register and vote in all elections. Honoring Our Retired Indian Law Enforcement Officials Chief Vernon Oxendine South Pembroke Precinct Mr. Oxendine is married to Nancy C. Oxendine. Mr. Oxendine retired as Chief of Police for the Town of Pembroke in September, 1983. His law enforcement career included twenty years of public service. Captain Donald Ray Godwin North Pembroke Precinct Mr. Godwin is married to Jackie Chavis Godwin. Mr. Godwin retired as Captain for the University of North Carolina at Pembroke Police Department on June 30, 1997. His law enforcement career included thirty-two years of public service. Assistant Chief Ed Jacobs North Pembroke Precinct Mr. Jacobs is married to Linda Jacobs. He retired as Assistant Chief of Police at Pembroke State Uni versity in May, 1991, after twenty-three years of public service. Since that time he has been sworn in as Deputy Sheriff of Robeson County. r y Sergeant Harvey Bullard (Deceased) North Pembroke Precinct Mr. Bullard is married to Marcella Locklear Bullard. He retired as Sergeant of the Pembroke Police Departmijnton October 1, 1979. after twenty-six years and on^fnonth of public service as a law enforcement JJeieclive Ray Strickland Prospect Precinct Mr. Strickland is married-to Pandora Strickland. He served Pembroke State University from 1970 through 1974 before joining the Robeson County Sheriffs Department until his retirement in 1984. During this time he served as Deputy Sheriff, Sergeant and Detective. Chief Charles A. BryanI Prospect Precinct Mr. Bryant is married to Clara S. Bryant. Mr. Bryant retired as Chief of Police at Pembroke State U niversity after a law enforcement career that included thirtythree years of public service. Mr. Bryant retired in May, 1995. Sergeant Kenneth Bullard Sr. Maxlon Precinct Mr. Bullard is married to Nellie Mae Bullard, He retired as Sergeant ofthe Maxton Police Department in April, 1991. His law enforcement career included twenty-one years of public service. Chief Larry T. Roberts Red Springs Precinct Chief Roberts is married to Kaye Roberts. His children include Elizabeth Roberts, Whitney Leigh Roberts, Larry T. Roberts III, and Travis L. Roberts. He is the son of Troy and Earlie Roberts. He retired as Police Chief for the Town of Pembroke with 10.5 years of service. Prior to that he served as Lieutenant with Pembroke State University. Crew Leader H2 Clinton Lee Thomas Sr. Saddletree Precinct Mr. Thomas is married to Annie Ruth Thomas. During "his professional career, he served with the Robeson County Sheriffs Department and the NC Correctional Department. He retired as a member of the NC Department of Transportation on August 1, 1994 after twenty-seven years of public service. Lieutenant Jeffery Allen Locklear He retired as Lieutenant for thePembroke Police Department on November 30, 1992. His law enforcement career included twelve years of public service. Deputy Craig Sampson (Deceased) Alfordsville Precinct Ms. Elizabeth Sampson is the widow of Mr. Sampson. , Mr. Sampson retired as Deputy Sheriff of Robeson County with twenty-one years of public service on December 31.1975. He was one ofthe very fi rst Nat ive Americans to serve as Deputy Sheriff in Robeson County. Captain Hamer L. Oxen dine Oxendine Precinct Mr. Oxendine is married to Emily L. Oxendine. He served as Captain of the Red Springs Police Department prior to his retirement on April 15.1995. His law enforcement career included twenty-four years of public service. Mr. Joel Garth Locklear, Chief Homicide Investigator South Pembroke Precinct Mr. Locklear is married to Sarah A. Locklear. He earned a BA degree from UNCP. He graduated from the National Institute in Washington, DC, the Drug Enforcement Administration/Class 2. His rank was Chief of Homicide Investigator. He was the Chief of Police, Pembroke, NC; Sergeant, Scotland County Sheriffs Department; Chief Investigator ofNarcotics & Dangerous Drugs and Chief Homicide Investigator, Robeson County Sheriffs Department. He served for twenty-five years. HE was the first Native American (Lumbee Indian) to hold rank of Detective/Investigator in Robeson County, NC. He received the Distinguished Service Award from True Detective Magazine, NC Sheriffs Education and Training Standards Commission, Outstanding Law Enforcement Officer from the Pembroke Jaycees and he was elected 2nd Vice President of the Drug Enforcement Officers Association of NTI. He retired from Law Enforcement June, 1988. In September, 1998, he was given the distinguished Order of the Long Leaf Pine by Governor James B. Hunt for his outstanding ambassadorship to the State of North Carolina.
