HUMPHREY GIVES SUPPORT
House Committee Urged to Adopt Federal Standards as Guide
For:Proposed Measure to Bolster State Unemployment Coverage
WASHINGTON, D. C. —Senator
Huljert H. Humphrey (D., Minn.)
Tuesday urged the House Ways
and Means Committee to favorably
report a bill which provides for
Federal standards to extend and
improve the state unemployment
insurance programs.
The measure he is supporting
(H. R. 3547) is identical to a Sen
ate bill (S. 791) ^troduced by
Senator John Kennedy and co
sponsored by Senator Humphrey
and 29 other Senators.
In his statement Senator Hum
phrey urged the Committee to con
sider Federal standards to (1) re
quire individual benefits equal to
not less than 50 per cent of w'eek-
ly wages so long as that amount
is not more than two-thirds of ^he
average weekly wage in the state,
and (2) esUklish a uniform bene
fit period of 39 weeks.
As a third step “to preserve the
unemployment insurance system
and to permit it to serve the great
humanitarian purposes for which
it was designed, Senator Humphrey
called for the establishment of “a
national re-lnsurance fund fin
anced out of Federal unemploy
ment insurance taxes to under
write the State reserves when they
are levying the full amount of the j
tax and are still unable to meet,
their benefit obligations.” _ |

It has been rnoperalive since 1948
