The Hillside High School
Bands Parents are currently
conducting a Candy Sale in or
der to help pay for new band
instruments. The sale runs for
two weeks, March 1 through
March 14, durinb which time
the band organization hopes to
raise $1,350.
Surprisingly, many of the
instruments used in the band
are so old that no one knows
when they were bought. Some
are believed to be holdovers
from the. "Hand-me-down days"
when the Hillside Band would
receive second-handed instru-

The Hillside Band Parents
have launched a five-year pro :
gram to remove this inequity
by purchasing several instru
ments each year in addition to
those . providp(J. by the Durham
City Schools budget. If they
cap succeed in getting these in
struments and equipment, the
regular school budget will
probably be able to maintain
the program thereafter. Fol

ents Club would need to raise

next five years in order to
achieve the above goals.

ky" Cole and continued dur
ing the war years under stu
dent leadership, while Cole
served with the United States
Navy Band.
Phillmore Hall directed the
band from 1945 until 1956 and
for the past ten years it has
been led by Joseph T. Mitchell.
During the past ten years,
the great traditions of the Hill
side Band have been carried on

over the production of the raw
materials of narcotic drugs.
Sixty-four countries have
signed the convention and 54
have ratified or acceded to it.

1962. the band started making
annual trips to the Cherry Blos
som Festival in Washington,
D C. In 1965 it played two
concerts at the New York
World's Fair. It participates in
all parades in the area, per
forms for all Hillside football
games and has been invited to
play for many college games
in the state.
In State Festivals it has made
a Superior rating every year
since 1960 and this was high
lighted' last year when it re
ceived a standing ovation for
its performance of "Tulsa."
This year, for the first time,
the Hillside Band will enter
the State High Schools Music
Contest at UNC at Greensboro.
The Hillside band has made an
enviable record sunder these
and other adverse circum
stances in past years and it is
felt that if it can receive the
same community support
it has always received, thfc

WASHINGTON ■ - The
federal government asked the
Supreme ("ourt Wednesday to
extend the one-man, one-vote
doctrii e to county and city gov
ernment throughout the coun
try.
Because of "malapportion
ment" at the local level, mil
lions of Americans are denied
full and effective participation
m local government, U.S. Solici
tor General Thurgood Marshall
told the court.
"It is the position of the Unit
ed States that, as a matter if
constitutional principle, logic
and sound policy, the principles
of Reynolds apply to local gov
ernmental bodies whose mem
bers are elected from districts
and require that those districts
be substantially equal in popula
tion," Marshall said in a memo
randum.
In the 1964 Reynolds decision,
the Supreme Court ruled that
both houses of state legislatures
must be based on districts ttiat
are substantially equal in pop
ulation.
The high court also has held
U.S. congressional \ districts
must be based on this one-man,
principle.
These decisions have effected
a revolutionary change in
congresssional and state legisla
tive representation. In the main,
they have given city voters a
larger voice in government.
Last December the Supreme
Court agreed to take on three
cases that question extension of
one man, one vote to county
government and county school
boards. In January the court
agreed to hear a fourth case
t'tat involves possible applica
tion to city government.
The federal government made
its position known in a "friend
of the court" brief in ,a fifth
cise. The court has yet to an
nounce whether this case will be
heard.
