May Lose Medicaid; Nursing Homes Blamed WASHINGTON - The Nixon administration warned 37 states and the District of Co lumbia Tuesday that they risk losing $3 4 billion in federal Me dicaid funds unless substantial deficiencies in nursing home certification are corrected quickly. (North Carolina is among the states affected.) Elliot L. Richardson, secre tary of health. Education and Welfare, made the disclosure at one of four luncheons of the White House Conference on Ag ing. where n.ne administration spokesmen detailed new pro grams for the elderly. Richardson said the states must submit corrective plans by Dec 15 and significantly im prove nursing home inspections and surveys by Feb 1. "Unless such improvements are v alidated by the Feb 1 tar get date." he said, "HEW in tend-; to initiate a noncom pliance procedure that could ul timately result in withholding a!l federal Medicaid funds from anv or every one of the 37 states " In addition he said, all par ticipating states and territories mu«t inspect all of the nation's 7.000 nursing homes caring for Med'caid patients bv July 1 to assure "such homes are in compliance or in substantial compliance " Last year federal and state Medicaid spending for nursing home care alone totaled about $1.3 billion Medicaid also pro vide!. a wide range of health care assistance for the needy.
