Meanwhile, prepare a "steaming basket" so that cabbage can steam without flavor transfer: with sharp knife, cut about 10 slits in a piece of aluminum foil cut large enough to cover potatoes and carrots. About 10 minutes before potatoes and carrots are done, place foil tray over vegetables in Dutch oven; add cabbage shreds. Cook until cabbage is tender-crisp and potatoes and carrots are tender. ' T' Remove vegetables with slotted spoon and arrange on serving platter; sprinkle with salt and pepper; cover to keep warm. To remaining liquid in Dutch oven, add enough water to make 1 j2 cups. Bring to a boil. Add bouillon cubes, stirring to dissolve. Stir in remaining ingredients. Pour some of the hot "butter" sauce over vegetables before serving. Pass remaining sauce in a gravy boat.
