black was always a messenger,
and Eure said that he, "started
'doing what's right before some
body's' pushing him." Almeta

The Board Of Trustees,
administration, ? faculty, and
staff of Durham College has
launched a $100,000 Educa
tional Improvement Fund for
the Duroose of finishina the
renovation of the new library
facility and to complete trie

Various people and organi

Amone the most recent is the
Sars-Roebuck Foundation, f ;i
Grants totahne more than
S47.000 were distributed to
twenty-nine privately support
ed colleges and universities in
North Carolina by the Founda
tion, a spokesman said.'
Duke University ana
Durham College have received
grants totaling $11,100 in the
Durham area.
The North Carolina
colleges and universities are
among almost ,1,000 private
accredited two and tour
year institutions across the

; $1,250,000 in Sears Founda
tion-funds for the 1976-7?
academic year. Funds may be
used i unrestrictly as the
colleges and universities deem
necessary.
In addition to its inre
stricted grant program, The
Sears - Roebuck Foundation
each year conducts a variety of
special purpose programs in
elementary, secondary, higher,
and continuing education.
Altogether the. Foundation has
. expenditures of over 2,500,000
fa 1976 for its education acti
vities. . iy,' : y -.r'; v; ,
Durham College views the
grant as one of increased fi
ancial assistance by Sears who
, recognizes the Importance of
the relationship between the
academic and the business
communities. J :'.
.. Sears also stated that this
grant to different colleges and
universities will be a continuing
process. It will become a trend
toward administering college
support as a means of provid
ing a forum for higher educa

4th Congressional District re
ported for if Lawrence Graves
who met with the ; Attorney
General : Rufus Edmisten. Of
635 jobs 59 are held by blacks
facluding 4 black '.lawyers,'
three of whom are females. Ed-
misten's department is the only
state department i that has
beeun . to imolenient - an
affirmative action plan. ..
. ;;. : A report was not made on
the status of black employ
ment within the N. C. Depart
ment of Administration, the
closesif department s to the
Governor. ; ; Joseph . Grimsley,
Hunt's campaign manager, is
director of tiie department
which has 41 ; policy making
jobs, the highest of any state
agency, v The CCNS survey
showed that blacks have been
appointed to only three of
the 41 i positions. Harold
Webb, John Edwards, and
Frank Turner hold the posi
tions. Grimsley's personnal
staff, excluding one reception
ist are all white.
, ',; Dr. Allison held an im
pressive computer print-out
of jobs in state government and
disclosed glaring discrepancies
fa previous hiring of blacks at
all levels except the lowest
in state government. Below
are seven categories of em
ployment and the number .'of
blacks hired at i each level:
"Level No. 1 $25,000
and up - 480 whites - 8

ii Level No. 2 - $16,000 :

. . The chart above shows s
long known -: and existing" :
pattern of racial discrimination ?
of DlacXS in siaie govcrnmcui. .
, Whether the N. C Black Demo
cratic . Leadership Caucus, will -make
a dent fa the gross dis
crimination that thev research
and describe depends in many,
ways on the longevity of the '
organization and its grassroots
participation; Mayor of Roper,
E. Y. Wilkfas, made the point
well when he read a letter that
was sent to communities in
te ' 1 st Congressional District
explaining the history oi tne
N. C. B. D. L. C. and urging
participation of'"" blacks
throughout the 'district in the
next meeting. Wilkins said that
much' emphasis of the organi
zation is placed in efforts with
in the piedmont and central
North Carolina but that great
er effort should be spent fa the
'hinterland'. Similar expression
was made by H. 1 B. Seets,
President of the Person County
Branch of the NAACP.
The N. C B. D. Lt C. is
not the only organization of its
kind operation within North
Carolina.' - It was organized
nrriv Yif tnxn . thti November
election ,by Hunt supporters
who were caUed "keys1' fa a
Chapel . Hill , meeting. Their
primary objective has been to
participate fa the 'spoils' of the
Hunt victory.
Two other black caucuses
have been organized within the
last two years, one of which
is still operating, according to
its chairperson, Harris John
' son, who is very critical of the
newly organized caucus.
Next week: A special
report win follow on the causes
of decline of other N. C. Black
Caucuses and where they are
now.
