significant improvement to the"
current system.
Reducing the penalty tor
exceeding the earnings ? test
would provide assistance to
more than I , million older
Americans. Last year, the
Advisory Council of Social
Security, a body mandated un
der the Social Security Act to
review tliis program's opera
tions every four years, recom
mended that the work penalty
be reduced so that $1 in
benefits would be lost for
every $3 of earnings above
the exempt amount to twice
that figure, and $1 for every
$2 above that.
The "adequacy test"
would represent another im
provement. This would allow
an individual to receive Social
Security and work without
suffering any decrease in his
payment level up to the point
where his Social Security in
come and earnings equal the
government's moderate budget
level for an individual , (or
family, if that is involved).
Surely it is not asking too
much of our ejected leaders to
make it possible for older
people to have sufficient in
come to live on a "moderate
budget level." Or, is it?
