participation outreach."
"The VEP has advocated
the elimination of the regis
tration barrier for many years,
but its removal will , not be
sufficient encouragement for
minorities to participate," ex
plained Allen. "As recently as
12. to 15 years ago, black
people in the South had to
struggle, suffer and even die for .
the right to register. The years
of restraint and the climate of
fear in many parts of the South
still intimidates prospective
black voters. It will take more
than the removal of the regis
tration barrier to convince
these people that they have a.

City Jaycees also participated

ceeds going, to the Warren
County Cancer Fund.
Ballons and bumper stick
ers with the Imprint of "Soul
City A Fresh Start" were
distributed to visitors at the
Village and in Soultech. It was
estimated that apporximately
over 3,000 people visited Soul
City over both weekends and
toured the Green Duke Village
