IS THE CAROLINA TIKES Labor Dept. Official On Fcd-ttcrt Corp. WASHINGTON ay de Barrett, a career civil servant with the U.S. Department of Labor, is on assignment to the Fed Mart Corporation in San Diego under the Presi dent's Execut i ve Exchange Program. Before entering the year-long career develop ment program, Barrett was director of the Pro gram Planning and Analysis Staff of the Labor Department's: Directorate of Ad ministrative Programs and Service;. Barrett, a native of Roanoke, Va., has been with the Labor Depart ment since 1964 when he joined the department's field office of the Wage and Hour Division there. The exchange program, was created more than a decade ago "to promote' understanding and a bet- . ter working relationship' between the public and; private sectors". Barrett calls the pro-,, gram a "very positive perience." ;' Both the private and public sectors have many: of the same problems, he observes. He believes that! workers in the private sec tor have a healthy, positive work attitude and are highly motivated. The program offers ex ecutives a year for profes sional growth, through ex change of management ex-1 pertise, it gives a graspoT) the mission, operations' and decision-making pro-, cess of the opposite sector. Barrett's assignment to FedMart is as a financial analyst. The corporation is a general merchandise! retailer with 73 stores in' Southern California, Newj Mexico, Arizona and! Texas. ' ' In addition to his assignment to FedMart, Barrett recently attended a; two and one half week in ternational seminar, which focused on U.S. relations with the Euro-) . pean Common Market -'"" and on economic, political and military alliances with the Western European : member nations. Since coming to the na tional office of the Labor Department in 1969, Bar rett has served with the Wage and Hour Division, which is part of the Employment Standards Administration, and with i he Occupational Safety and Health Administra tion. Barrett received his BS degree in business ad ministration from Virginia Union University, Rich mond, in 1964. ht He was an executiVe) assistant to then-assistant Secretary for Administra tion and Management, Fred Clark, from 1973 to 1976.
