6-TKECARDLINATlLS SAT., DECEMBER 27, 1880 First Recipients of Feng Scholarship at FSU Announced f FAYETTE YILLE -Billy C Hopkins, Jr., and Ms. Christine Davidson have been declared the first two recipients of the Feng Scholarship at Fayet tevillc State University. The Feng Scholarship was given to the Universi ty by Chih-An Feng, presi dent of the Fu-shin In stitute of Technology, in the Republic of China, during a visit to Fayet teville State University's campus in January of this year. Hopkins is a senior Ear ly Childhood Education major from Charlotte. During the course of his college career, he has been the recipient of numerous scholarships and awards. He was the first recipient of the J.S. Jones Memorial Scholarship. While at FSU, Hopkins has been active in all facets of university life. He is present senior class president, immediate past president of Phi' Beta Sigma Fraternity, coor dinator of the Peer Counselor Program, president of Kappa Delta Pi, an honor society in education; news editor for the Yoke, FSU's student newspaper, and is, a member of Alpha Kappa Mu National Honor Society. Hopkins' GPA is 3.80. The fourth of eight children, Hopkins is the first member of his family to complete both high school and college. When asked what has motivated him to excel, Hopkins replies, "I try to maintain a belief in what I, call the three C' Confidence, Control and Consistency in all endeavors." The Ferum also urged support for maintenance of CETA and the funding of community-based organizations as well as quality integrated educa tion for every American; aid to black higher educa tion and support to the Justice Department's im plementation of all laws and regulations. The criteria for reci pients of the Feng Scholarship stipulate that eligible recipients must maintain a Grade Point Average of 3.00 or better, they must have attained a minimum of 31 credit hours and be enrolled for at least twelve credit hours each semester. Anti-Busing Rider The meeting with the President-elect capped a two-week long stint of on going lobbying and staff work as well as a meeting with President and Mrs. Carter on December 4. At that meeting, Hooks join ed Urban League head, Vernon Jordan, and Rev. Jesse Jackson in ironing out strategy for President Carter in dealing with the anti-busing rider attached to the Justice Depart ment's appropriations hill. The rider posed severe political problems for President Carter in that if the out-going President vetoed the appropriations bill a similar rider might be attached later to a con tinuing appropriations bill of far larger scope, where a veto would effectively stop Federal government activity altogether. "The strategy decided upon was to threaten a veto if the anti-busing amendment was not withdrawn," explained Hooks. The political ploy proved effective and the rider was vetoed separate.; ly from the bill and was not overridden,, although Senator Jesse Helms claimed that he had suffi cient votes to override the veto. Monday, December 1, Hooks granted an inter view with Dean Brelis of Time Magazine on the ex pected impact of a Republican-controlled Congress. Strategies Besides lobbying for fair housing and against anti-busing riders, Hooks and the NAACP staff spent many hours in con ference developing strategies aimed at enhan cing NAACP ac complishments during the 1980s, gearing up for .?.s advent of a new Republican Administra tion and Congress.
