A majority of the ear
th's inhabitants arc
malnourished or starving.
In East Africa along there
are more than a million"
and a half men, women
and children starving in
refugee camps in Somalia.
While aid to the area
has amounted to a trickle
, in. world economic terms,
some American organiza
tions are giving aid to
Somalia and other coun
tries with a high number
of-refugees! One agency
that is helping to fight
hunger is Church World
ServiccCROP. A New
York-based international
organization,
CWSCROP is a hunger
and clothing relief agency -with
branches world-wide,
including a Durham-based
Carolinas branch.

coordinator for
CWSCROP, said the
organization will send to
Somalia $250,000 per year
for the next three years
and the amount would
probably increase. King
cited poor U.S. press
coverage of African af
fairs as one reason why
the United States has not
helped the Somalis more.
"The press has- not
covered African affairs at
all," he said. King also ad -
1 ded that "most Americans
don't know .'where

CWSCROP also aided
the Cambodian refugees
when the U.S. refused to
do so. The aid was denied
because of the Communist
dictatorship in Cambodia. .
"We don't pay any atten
tion to the type of govern
ment in a country. Our
only criteria ' is that our
distribution system will be
allowed in the country, "

That distribution
system varies from coun
try to country because it is
usually handled by na
tionals of the country.
"We ask the people what
they want to do,"- King
said. He said that may of
the nationals were people
who had gone abroad for
an education and had
come back to their coun
try. Although CWSCROP
is a member of the Na
tional Council of Chur
ches, King said it did not
place any religious re
quirements on aid reci
pients. "When people are

The Durham Housing Authority, and the City, of Durham Com
munity Development Department invite rental property owners par
ticipation in the Federal Department of Housing and Urban
Development (HUD) Section 8 Moderate Rehabilitation Program.
Proposals are requested from property owners for the Moderate
Rehabilitation of rental property in the St Theresa and or North
Albright Calvin Street neighborhoods. Proposals will be received
until 4:30 p.m. on Wednesday, July 15, 1981. Please call the Com
munity Services Division at 683-4324 lo determine if your property
is eligible and to obtain application for ins, v - v
. The Moderate Rehabilitation program is degisned lo rehabilitate
rental units which are now substandard or have major building com
ponents which will soon need repair or replacement in the City's
Community Development Neighborhood Strategy Areas. Such im-
provements shall cost at least $1,000 or more. The program will .
provide rental income, to an owner that will repay rehahililalion '
costs, meet monthly operating, expenses, nd allow a reasonable
profit on (he owner's investment in the property. The owner, wilh
the ' assistance of the , Housing Authority, will secure his own
rehabilitation financing. HUD, through the 'Housing Authority.
guarantees the owner Fair Market Rents through rental subsidies lo
the tenant and will refer tenants lo the property owner under con
tract for fifteen (1 5) years. Permanent displacement of tenants will
not be permitted. , , ' , ' , - . .
The Moderate Rehabilitation program is being targeted lo the Ci
ty' Community Development Neighborhood Strategy Areas (NSA's)
St. Theresa and North Albright Calvin Street. NSA's are areas of
concentrated physical development activities funded by the .Com
munity Development Block Grant program. t Such activities include
' housing rehabilitation, public Improvements construction, land ac
quisition, housing demolition, and public services such as yough
and recreation programs, day care and senior citiens programs.
