' :v -Addressing a luncheon meeting of the Council of Civic Pubs of Greater Durham last " Thursday. Lovett said, fall is not well" within the city; there are .t'serious. ; problems" facing the community. He said community leaders seeking -, downtown -redevelopment and other construction projects can not ignore "the poor and d e we s i o r a t i n g f : relationship" between ' business! leaders and the black community. ' Lovett said the com munity, suffers because of serious racial and political divisivertess, a lack of ade quate housing-supply for low; income people, high unemployment among .poor and minority youth and? racial discrimination in many facets of life In cluding : -. employment, governmental appointees, law . enforcement and education. : ' He told the group that today's situation was created and . jfu the. city's problems are to be effec tively dealf witMhe total community .must be in-r volvedi. "You and you forefathers had charge of the major institutions which controlled and in-. fluenced the development of Durham's .-"v? curreni population. You therefore should ;' assume some degree of responsibility for the major problems we face today," Lovett said. He said blacks must be included in the planning of all community projects. . He criticized . civic and business leaders who ex- . pect blacks to follow their , leads in projects such as the civic center-hotel com- pic while those concerned leaders refuse to address . sensitive issues ; such as race relations, poor hous ing and other social con cerns: " ' ' ; ' - MWe " will not permit projects and programs to be dealt with in isolation. What happens with one ' program will have an im pact on other programs," said Lovett. v ' - He said the white com munity's attempts to ig nore serious racial and" political issues will only ' make f finding : solutions more difficult; ' the pro blems still' remain.- The black community must be, recognized with full digni ty and respect, if there is to be meaningful com munication between- the races.'" y - - v "Forty-seven per cent of Durham's - population ; won't just go away,' said Lovett, they must be a part of whatever happens . in uurnara. . ; -. - On the manner in which the city council fills board vacancies, Lovett said, ''There will be and can be i no compromise on ; the question of fair and pro portionate representation In every segment of the "community including ' all elected and appointed positions," Recently the council has been charged with omitting blacks from ; board appointments. While civic clubs have made "invaluable con tributions" - on "non- 'controversial, 1 non-' political", matfers.many unpleasant social issues! have . been : r dodged. Durham's future progress -depends on how problems . of the total community are addressed, said Lovett. i St, Aug'S Prof. Gets St- Aucusfcos Sponsors miu Annointmnnt ' 'EDA Dusinec3 Seminar MM I npjJUIIIUIIGIIL V J V MRS.
