Millions In Federal Funds Being Lost To North Carolina By Donald Alderman , North Carolina will lose nearly $121 in federal funds for the re maining nine months of this fiscal year and almost $173 million next fiscal year, according to preliminary estimates compiled by the Office of State Budget and Management. The federal funds will be funneled to the states in the form of block grants this year, with a 25 : per cent reduction compared to last year's funding. A part of the "New Federalism," the block grant program gives ' states more authority ,jn the , d The social services block grant gives the state about $61 million. In other grants, maternal and child health will turn over $9 million, health preventive services will amount to $2.6 million, primary health care about $7.6 million, alcohol, drug and mental health almost $9 million,' low , energy . income , almost $33 million, . education $13.5 million, community development $45 million and com munity services nearly , $11 million. The budget office said the figures reflect the minimum that will be cut. North Carolina will assume responsibility for administering most of the nine block grant that are authorized by Congress as gf October 1 pf this year. The cuts will mean reductions in services ranging from health ser vices and child day care lo energy assistance and transportation. The state budget office has decid ed lo pass the cuts along across the board. Varying federal and stale requirements and stipulations are attached to the block grants to prevent political pressure and favoritism as the stales decide how to divide the funds among agencies. For instance, . the largest block grant to be turned over to the stale is' social services which covers such areas as mental health, child day care, and foster care. Do not take more of it, do not take it more often, and do not take it for a longer period of time than your doctor ordered. Taking too much of it or using U for a longer period of time may increase the chance of side effects. If this medicine upsets your stomach, it may be taken with antacids. However, sodium bicarbonate (baking soda) may make the medicine less effective and should not be used. If you have any questions about which antacid to use, ask your doctor or phar macist. If stomach upset (nausea, vomiting, stomach pain, or diarrhea) continues, check with your doctor. ' If you are taking this medicine on a regular schedule and you miss a dose, take it as soon as possible.. Then go back to your regular dosing schedule. However, if it is almost time for your next dose, do not take the missed dose at all and do not double the next one. In stead, go back to your regular dosing schedule. If you have any questions about this, check with your doctor. PrecaatioBs While Using This Medicine If you will be using this medicine for long periods of time (for example, for several months at a time), your doctor should check your progress at regular visits, in order to make sure that the medicine does not cause unwanted effects. This medicine may cause some people to become dizzy, drowsy, or less alert than they are normally. Make sure you know how you react to this medicine before you drive, use machines, or do other jobs that require you to be alert. Stomach problems may be more likely to occur while you are taking this medicine: if you drink alcoholic beverages. Also, alcohol may increase the chance of dizziness or drowsiness occurring while you use this medicine. if you take aspirin or other nonsteroidal anti-inflammatoryanalgesic medicines (for example, some kinds of arthritis medicine). Therefore, do not use any of the above without first checking with your doctor. Side Effects of This Medicine Along with its needed effects, a medicine may cause some unwanted effects. Although not all of these side effects appear very often, when they do occur they may require medical attention. Check with your doctor if any of the following side effects occur: More common Difficult or painful Swelling of feet or urination ' lower legs Skin rash Weakness Itching or skin irritation Loss of hearing Numbness or tin gling of hands or feet Ringing or buzzing sound in the ears Shortness of breath Trqubled breathing Wheezing ' Rare Blood in urine Bloody or black tarry stools . Hives Check with your doctor also if blurred vi sion or other vision problems occur while you are taking this medicine. Although zomepirac has not been shown to cause vision problems, similar medicines have caused them and the possibility that they may occur with this med icine also always exists. Other side effects may occur which usually do not require medical attention. These side effects may go away during treatment as your body adjusts to the medicine. However, check with your doctor if any of the follow ing side effects continue or are bothersome: More common Bloated feeling or gas Constipation Diarrhea Dizziness Drowsiness Less common Changes in tastl Loss of appetite Unusual increase in sweating Other side effects not listed above may also occur in some patients. If you notice any other effects, check with your doctor.
