By Donald Alderman
Judge Karen B.

noon after kicking off
the campaign with an
early morning breakfast!
among supporters and ;
well-wishers at the:
Downtowner Motor Inn.
She is a district court

Saying "there is more
to heine a iudee than sit- I

waicning inc cases go
by," .Judge Galloway
talked about her involve
ment in a three-point
program aimed at
preventing "the same
people from coming into

"If we just put them
on the street and have,
them check in once and a
while, they're likely to
get into trouble again.
"The cost of keeping
someone in prison for a
year is over $8500. For a!
lot less than that, we can
help people get educa
tion, ; counseling and
jobs, so they're hot likely
to se the inside of a
courtroom again'
Judge Galloway said.
The; program is being '
coordinated at almost an ,
expense-free cost, Judge-.
Galloway said, thanks to ;
no cost assistance from.
Durham Technical In
stitute, North Carolina
Central University and
' the Durham Chamber of
Commerce.
DTI provides courses
for probationers without
high school diplomas
and skills training for
others. NCCU's
Graduate Counseling
Department offers sup
portive counseling and
the Chamber of Com
merce's Private . Sector
Initiative Program aids
in finding jobs for
. rehabilitated offenders;
Staff members of the
Adult Probation Depart
ment are also assisting,
she said.
"It may sound
tough,'? Judge Galloway
said, "but we are giving
these offenders a simple
choice: Go to school or
go to jaili Of course they,
prefer school. And, once
they get into school, they
may find that they like it
better than .being on the'
street.' ",
. While not proposing
that more people be' put .
on probation, Judge
Galloway said preventive
steps need to be taken to
insure that probationers
do not become repeat of
