an organizer at age 20,
has taken a calculated
step to assert control
over the ruling National
Party.
Last week, Botha
precipitated outright
rebellion among party
right-wingers when he
endorsed a proposal to
provide some measure of
representation in the cur
rently all-white Parlia
ment for the 2.5 million
people of mixed ancestry
('Coloureds') and some
800,000 Asians. The
move brings into the
open a dispute which has

members voted against a
motkr of confidence for
Botha in the party's
Parliamentary caucus on
February 24. One hun-
dred others voted in
Botha's favor.
The Botha proposal
would rationalize the
policy of separate
development, which
assigns the majority
African population (17
million) to ethnically
defined homelands,
comprising some 13Vo of
South Africa's total land
area. Four of these areas
have been declared in
dependent states. The
constitutional commis
sion that made the pro
posal said that since
'Coloureds and Asians
.have no separate areas of
their own, they must be
allowed to participate in
: white government in
stitutions a premise
the Treurnicht faction
rejects.
Although this pro-
posal seems to offer
these groups greater par
ticipation than previous
schemes, which have
been overwhelmingly re

no signs that it would
meet with any greater ap
proval in the two com
munities.
Botha's njove dfd elicit
immediate, if 'carefully
voiced, approval from
the Reagan administra
tion. "We note that the
issue now being debated
involves movement in
the direction of broaden
ing political participa
tion through power
sharing," the State
Department said on
February 24.
Meanwhile, Botha set
out on a trip to Namibia,
which is expected to pro
vide the next test of his
leadership since right
wing Nationalists have
warned they will oppose
any independence agree
ment that brings a black
government to power.
In Washington, U.S.
and South" African of
ficials also met again on
the Namibian issue.
