And so Durham will get its downtown civic center, though it is not clear right now just where it will be located. If all goes according to plan, the developer who has been selected for the civic center t Dobson and- Johnson of Nashville, Tennessee will also build a downtown hotel and of fice building. Hayti would X be redeveloped along lines favored by, the black community, blacks !; would not vote for the civic center. , At that point; according-to Dr. Allison, the principle ssues were how would -,; , - Hayti be redeveloped,' how .could the black community have control over that development; and what kind of seed money could the community get to help spur the redevelopment effort? Initially, the council played 'cat and mouse with proposals from the black community; It first said it would put Hayti in a bond referendum with the civic center; but then said 'no', upon the advice of the city's bond attorneys. " Then the council said it would put some money in next year's budget for Hayti. This promise came when the civic center was scheduled for an early June vote, and . the s budget would not have to be approved un til afterward. But sud denly, .the State Legislature threw a curve, ' making June 29 the primary day, and the council decided to have the bond referendum on the same day. But then, in rapid suc cession, some .Durham whites threw their own monkey wrenches into the civic center affray. First, Wade Penny, a downtown businessman, refused tp sell his proper ty , for the " proposed hotel, and intimated that rbpos- thtf civics- center. Ttttn the Public Interest Research Group produced a report that said the civic center would be detrimental for most Durham citizens. The Durham Voters Wachovia Cup Alliance also came out against the civic center. Suddenly, it seemed that the council found ith thm black folks a bit more palatable. ? : Following some quier meetings, the council ac- cepted, in concept, :a compromise redevelop-' . ment proposal, worled out between city officials and? HDC supporters. ' Next, the council asked the city manager to try to find about $3 million for Hayti development, and finally, last friday. the council gave, HDC $65,000. Along with the ' money goes a one-year contract that allows ' "HOC two principle levels of involvement in the Hayti redevelopment process. " ' . , . On one level, all developmental proposals will be sent to HDC for .study and consideration. The principally black organization that has ex panded its policymakers " to include more whites under provisions of the contract, can also locate its developers and help them get their package before the council. But several signmcam things are not clear at this point. , . For example, it is not clear what leverage the contract gives HDC to alter any developmental decisions in Hayti, or .how much weight the group's recommenda tions will carry with the council. It is also not clear what weight the '$3 million promise has, or if the black community has unrevealed assurances worked out quietly. In another connection, it is not clear if the city's promise to make sure that "minorities" get about thirty per cent of the jobs generated by the civic center applies only to blacks, or to white women, also, who are often considered a minority. And, now that the black community delivered its vote, will the city council deliver more than the $65,000 it has contracted for during the next fiscal year?
