frequency of trains. Today, the San Diegana make seven round
trips daily between the two cities. -
Managers of the nation's rail passenger service proved during
the 1970's that they could rebuild cars and routes, while im
proving the on-time performance of their trains so that it now
equals that of the airlines.
Yet the National Railroad
operates the Amtrak. fleet,
carried out this mission in an
uneasy atmosphere. Washing
ton policymakers never have
fully defined its purpose., Was
it merely to preserve a modest
remnant of a transportation
mode : in decline since , , the
1930's or was the corporation
to serve a wider purpose? . -
Cost-cutting critics regular
ly proposed budget reductions
that would have scrapped
large segments of Amtrak
routes. A few were successful.
Wholesale slashes were con
sidered in 1979, but a more
modest slimming-down finally
occurred. Similar recommen
dations have surfaced again in
the nation's capitol. ; . ;
Uncertainty about future
appropriations made it diffi
cult for the corporation to
plan for the future. Rail ex-'
perta agreed that Amtrak
could narrow its deficits and
broaden its public appeal only
by increasing the : frequency
of train service. Route density
can be achieved in one of
two ways. A scaled down sys
tem of fewer' miles would free
locomotives and passenger
coaches for more intensive ;
activity in corridors linking '
the nation's ' largest cities.
The alternative : would be to
embark upon a long-range
commitment to invest sub
stantial sums of money in
additional rolling stock to step
up frequency over the exist
ing network. The second al
ternative is more costly, but
It would sustain Amtrak as
a truly national transporter
of people carrying on rail
service in markets its trains
now connect .
Attempting to focus on long
range capabilities and re
oulrements. the corporation's
