'We Will have alot of , budgetary reuests that . we won't be able to fill because for sometime now, our actual revenues have been ; running behind .anticipated revenues." Spaulding went on the say that he favors giving state employees and - teachers raises in the next budget because their salaries were frozen in the current budget, "I anticipate that so meone will introduce some legislation to do away with the runoff primary in this state," said Ballance, "and that is definitely a problem that needs to be address ed." North Carolina is one of a dwindling number of states that still require t the second primary if a candidate does not poll a ,; clear majority in running for his party nomination to a certain office. But "blacks throughout the state have long been op posed to the runoff primary, as it is called, because, as they say, it oftens blocks ' blacks from making successful bids for elective office. The most recent exam ple was the 2nd District congressional race where in the first primary, H.M. "Mickey" Michaux led a field of two other Democrats for the nomination, but fail ed to get a clear majori ty. Subsequently, I.T. "Tim" Valentine, a Nashville attorney, call ed for a runoff, and won. In last week's elec tions, Valentine beat Republican Jack Marin for' the congressional seat. He won despite a relatively strong, but tar dy, write-in . effort , mounted for Michaux. Throughout the 10-county 2nd District, more than 16,000 voters, most of them black, wrote in Michaux's name for the congressional seat. Valentine polled almost 60,000 votes, while Marin managed just over 34,000. Traditionally, blacks in' North Carolina don't win runoff primaries. When the Eno is running high, the city will use that supply and save on Michie usage, Slade said. Slade said the ad ministration is also thinking of proposing to the City Council a re installation of generators on Lake Michie. From the time it was ;built in the 20s until 1963, Michie lot only .supplied water but also served as a source of power and electricity.
