One factor, may be that he has been reading for pur poses other than his .own. 1 This is the hypothesis of Dr. John J. Camp bell, professor of reading at the Howard Universi ty School of Education in Washington, D.C., regarding a segment of : American society some1 social scientists call "a-lUerates" people who can read, but don't. Although the majority of the nation's popula tion today learns how to read, there is growing concern about the conse quences of a-literacy. Campbell and other ex perts as well as publishers recently ex plored the problem at a conference sponsored by the American Enterprise Institute, a public-policy research organization in Washington. Gampbeir stt tfcses f hat i there has -been - a decline'" in the value of reading brought on by America's video revolution, and, to a greater extent, by the lack of reading for en joyment in the home and school. The practice of reading for oneself has diminished, Campbell indicates. "Young peo ple don't obtain the: practice skills for reading just for pleasure or en joyment." In a typical school day, he points out, youngsters seldom read what they would like. But some schools have recognized the need for personal reading, and have created what is call ed "sustained silent reading" programs, ' allowing a period of time for youngsters to select whatever they wish to read. Parents can rein force this method, he adds. "Most kids go into kindergarten and first grade excited about reading. But it doesn't carry through." He - says that youngsters basically learn the fundamentals of reading from the first through the third grades. Subsequently, they read textbooks to learn, but " where's reading for fun?" A-literacy results from reading for purposes other than for self interest, he explains. Campbell doesn't blame what he calls the move ment to "dumb down" reading material in order to simplify texts. He, views this strategy as a way of possibly luring a-literates to read. But he points out that a-literates don't have to be people who virtually don't read at all. Basical ly, they could be people who read only job oriented material.. They could even be doctors, engineers or stockbrokers. They also could be col lege students., "If a col lege student reads chemistry books all day," says Canipbell, "and you ask him who's running for governor and he doesn't know, is he literate?" : While one can obtain news and information from the electronic media, Campbell is con cerned that the. democratic process may be in danger with a-literates relying solely on-, television and radio., America could end r up being "a nation of nonreaders, ; making political decisions on 30-second spots." A-literates ignore newspapers. According to a report by the American Newspaper Publishers Association, there are more nonreaders of newspapers among up per socio-economic Koups than there are in wer socio-economic groups. , 7 Lack of time to read and a preference for television and radio news are the chief reasons nonreaders give for not reading the newspaper the report notes. Campbell emphasizes that reading newspapers in school and at home is a good exercise for youngsters to learn how to read for pleasure as well as for information. A newspaper is a "tex tbook of life," he says. Campbell says that an interest and habits for reading must be developed through a "shared parent-school responsibility" to curb an increase of a-literates. In the schools, he says a variety of books should be made available in classrooms or ; school libraries with the im plementation of some type of "sustained reading" program. He also recommends book drives and newspaper-in-schools programs. In the homes, he stresses familv role. un rum models, and setting aside 1 time to read.
