MEETING OF THE BOARD OF COUNTY COMMISSIONERS The Board of County Commissioner* of Hertford County met on the 4th day of September, 1922, at the Court Houae in Winton, N. C. Present: J. M. Eley, Chairman, John C. Taylor, B. W Whitley. E. H. Sure; J. 0. Askew, Jr., and P. G. Tayloe. Proceeding* of last meetings read and approved. The following com mittees were continued to-wit: The Committee to build boat for Hills Ferry. The Committee to repair Court House in Maneys Neck Township. The Committee on buildings at the County Home. The Committee to purchase stairway strip for Court House. F. G. Tayloe is continued as committee, together with J. O. Carter, list taker to endeavor to locate error in listing a lot to Mr*. Mattie Hyatt in error. Mr. E. H. Eure made report on the condition of engine at the jail and upon motion and carried E. H. Eure is made committee to install electric motor and to investigate and if necessary repair the old engine for use in emergency. The matter of loan to the Trustees of Murfreesboro Baptist Church was taken up again and the County Attorney reportd that 96,000.00 of the loan authorized, had been delivered to said trustees and notes deposited with the Clerk of Board for same. He also turned over notes at this meeting to the board for the remaining $9,000.00 which amount is to be paid over to the Trustees as follows: $8,000.00 on October 1st, 1922 and $6,000 December 15th 1922. The question of sale of real estate for taxes taken up again by the Board, and upon motion and carried the time for sale of real est&te for taxes was continued until first Monday in October, 1922. The following tax collectors were appointed by the Board for the year 1922. Maneys Neck, W. J. Hill; Murfreesboro, T. T. Parker; Winton, W. L. Matthews; St. Johns, W. H. Vinson; Harrellsviile, J. L. Smith; Ahoskie, S. E. Vaughan. The Board votes unanimously to make the commissions to be paid the tax collectors $3.38 per cent. ? The matter of electing a Treasurer for the County was taken up by the Board. Uupon motion and carried unanimously the Bank of Winton is re-elected as Treasurer they making application and agreeing to pay 4 per cent as heretofore on daily balances and to furnish all necessary stationery, books, etc. Said application is on file, and sajd agreement is approved by the Board and accepted. Said Bank Treasurer to qualify on first Monday in October. The Board votes to instruct the Clerk of Board to make charge of 35c on each package of anti-toxin; the extra charge to take care of any expenses and lo9sage. . Upon motion and carried the Board orders Mr. F. G. Tayloe to increase the insurance on buildings at the County Home on account of new buildings recently erected. On motion and carried Mr. R. W. Peele is relieved of his poll tax for the year 1922 on account of being physically disabled. , Mr. E. H. Eure is continued a committee to secure necessary coal if possible for the Court house and jail. "Whereas under, by virtue of and hi pursuance of the laws of the state of North Carolina, including among others sections 8767 to 3772 inclusive, of the Consolidated Statutes of North Carolina as amended, the Commission ers of Hertford County North Carolina in their discretion are authorised to tiie public roads and bridges will be at least Seventeen Thousand, Five bridges of said County; and Whereas, the public roads and bridges of Hertford County are in urgent need of building and rebuilding, and an estimate having been made showing that the cost of building and rebuilding the public roads and bridges will be at least Seventten Thousand, Five Hundred Dollars, (f 17.60ft) and the Commissioners finding it a fact that the >? jsum of $17,600 is needed for building and rebuilding the public roads and bridges of said County, and being desirous of proceeding with said building and rebuilding at once, which work cannot be done with the labor and funds at the command of or in the hands of the Board of County Commissioners of said County: now Therefore, Be It Resolved: By the Board of County Commissioners of Hertford County, North Carolina, that in order to secure the money necessary and required to build and rebuild the roads and bridge# in and for said county, it is necessary for the County to borrow the sum of $17,500; and that in order to secure the said sum of money, it iseue and sell it# obli gations in the form of six month's notes payable to Bearer; three of said notes shall be in the denomination of $5,000 each, and one of said notes in the denomination of $2,500, numbered from one to four (1 to 4) both Inclusive, shall draw interest at the rate of six per cent per annum, payable at maturity, and both principal and interest shall be payable at the Hanover National Bank, in the City and state of New York. Said nptes shall be dated September 2nd, 1922 and shall mature March 2nd, 1923. Said notes shall be signed by the Chairman of the Board of County Com missioners and attested by the Clerk of said Board under its corporate seal. Be it further resolved that the proceeds of said notes be applied only to ing form towit; $6,000.00 Number.. State of North Carolina, County of Hertford, (Winton, N. C.) Know all men by these presents that the County of Hertford, in the state of North Carolina, for value received, hereby promises to pay to Bearer on the 2nd day of March, 1928, Hie principal sum of FIVE THOUS AND DOLLARS, with interest thereon from date at rate of six pet cent (6 per cent) per annum, payable at maturity, at the Hanover National Bank, in the city and state of New York being money borrowed to pay the necessary expenses of said County under the authority of and in full com pliance with the Constitution and Statutes of the State of North Carolia. It is hereby certified and recited that each and every act, condition and thing required to be done, to have happened, and to be performed, prece dent to and in the issuance of this note has been done, has happened, and has been performed in full and strict compliance with the Constitution and Laws of the State of North Carolina, and that this note, together with all other notes or obligations of said County, does not exceed any constitutional or statutory limit. In Witness Whereof said County has caused this note to be signed by the Chairman of its Board of County Commissioners, and attested by tbf Clerk of said Board under its corporate seal, this 4th day of September, 1922. Chairmen of Board of County Commissioners Be it farther resolved that said notes shall be paid out of the proceedi of the collection of taxes heretofore levied or to be levied; Be it further resolved tht the proceeds of said notes be applied only tc the building and rebuilding of the public roads and bridges of said County. Be it further resolved that said notes be and the same are herebj awarded to Bray Brothers Company of Greensboro, North Carolina at theii bid of par, and that the Chairman and Clerk of this Board are herebj authorised and directed to execute said notes, and the County Treasurer it hereby authorised and directed, when they are so executed, to delivei the same to said Bray Brothers Co., on compliance by them with the termt et their bid. On motion of Commissioner John O. Askew, Jr., seconded by Commis sioner J. C. Taylor, the foregoing resolution was adopted by the following roll-call vote, to wit: Commissioners voting in favor of said resolution; John C. Taylor, E. W. Whitley, E. H. Eure, F. G.
