A MAN'S honeymoon la a thing that may happen only three or four times In his life, and never becomes what we may term a settled habit. It usually re quires, therefore, a certain kind of originality to cope with It All great Joys need to be borne with patience and with dne humility, bat the honeymoon, coming as it does on top of the courtship, when we are more or less un nerved anyjway, leaves us usual ly In an incom petent condi tion. Instead of controlling our happiness, in stead of being able to lay it ' V cnt ln nigniy like the plots at a smart railroad station, we are carried along by it powerlessly, like chips ln a seething current It Is well to kok our honeymoon equnrely ln the face. If It is a good, lionest honeymoon, nothing will be lost and much will be gained. One of the peculiar Inconsistencies about the average honeymoon is that the best are none too good, when, as a matter of fact, there Is no period of our lives when It makes so little difference to us as to what our surroundings are. Then, again, we almost Invariably se lect some pluce that Is really worth see ing when we are in no condition to look at It Washington and N In guru are both de sirable and highly interesting places to know about, but when we go to these places on our honeymoons we know so much less about them whcu we have left than when we arrived that it really eeems a shame to gild ourselves with so much that is superfluous. Every man ought to marry a widow at least once in his life merely for the experience, and when he does he may be sure of the right kind of a honey moon. But to the novices we would make our appeal, and tba Is not to exhibit yourself unduly In public dur ing a honeymoon. An otherwise sober -and sensible citizen, who has about him sterling qualities, does not necessarily constitute himself an ass wheu he puts on a frock coat, lavender trousers, a silk lint aud. with a flower ln his but- tonbole. leads a sweet young thing out , over the highways and principal rail- road systems of the country. Argumtnti Unanswerable. (From the New York Times.) Senator Rayrnr's unanswerable criticism of the President's acts and undertakings in Santo Domingo was heard in the Senate with an ominous consent of silence. It was an attack upon the Republican Ad ministration, dignified, statesman like, temperate in language, bnt still an attack. No Republican Sena or interrupted Mr Rayner to dispute his statements of fact or question his conclusions. At more than one point he challenged the defenders of the Santo Domingo policy, if any there were, to meet and muted his criticisms. There was no reply. ' It was an omuiou day for Mr Kooie velt aud for the Sanio Domingo treaty. The temper ui the senate could not have been more clearly revealed by speech than it was upon this occasion by silence. There is, in truth, no sufficient answer there can be only excuses and palliations to Senator Rayncr's charge that what Mr Uoot-eveft has done in Santo Domingo is without warrant of law. The designation of Americans to seive an receivers of Dominican customs was a personal act of Mr Roosevelt. As Chief Executive, he had no authority to do anything of tue kind, any more than he had authority to ratify ami act upon the Dillingham-Sanchtz agreement. The President had no authority to lend out officers of the United States Army or civil service to a foreign Government. He had no authority to enter into an ar rangement by which the greater part of the Dominican revenues were to be impounded in this country. Reduced Rates.
