Speaker Cannon has been smoked
out of bis tans noie ana rorcea to

not be revised. He declared
in a private letter to a trust pottery
manufacturer, protected irom com
petition by the tariff, that "the desire
for a change which exists in the
common mind will drive the Repub
lican party, if continued in power,
to a tariff revision.'7 He said he
did sot want it, tout it would hive
to come "in the mot distant future."
This letter having been published
compelled Mr. Cannon to make a
further statement ef his position.
He starts Off toy -saying that the
amendment 'Of a single schedule, or
a few schedules, is 'entirely im
practicable." In his judgment
"nothing can be done except by a
complete revision of the tariff."
That, he says, "would halt produc
tion, consumption and commerce for
at least twelve months," and the re
sult would "(probably not be an im
provement on existing law." "for
the general interest of the whole
country," he thinks, the revision
toward which "the common mind"
in its desire for change is driving
the Republican party "should be
postponed as long as possible."
This disagreement of the unoom
tnoa oaaind'Of 'Speaker Cannon with
that of the common people is noth
ing new with Republican politicians.
Their affiliation with the corpora
tions, trusts and combines obliter
ates any sympathy for the plundered
people. But tariff revision and
other reforms will come, not through
the add ifahe unwilling Republican
Speaker of the House of Representa
tives, or his party associates, hut
through the ardent reform efforts of
a new Congress, born of the desires
of the Democracy and aided by in
dependent voters who are sick and
tired of the plundering of the trusts
and the corruption .and grafting of
the Republican party.
The attitude of the Republican
politician towards the protective
tariff is like a heathen before his idol,
it is a fetich to worship and too
sacred to be touched. But when
the time cf stress and political trou
ble comes and the tariff idol hte
shown itself to be but a brazen im
age and its high priests have exalted
it to plunder the people, then the
voters will have none of it and will
cast it down and break it.
The Republican contention that
to revise the tariff, by reducing the
rates on hides, or coal, would destroy
domestic industry is too absurd for
argument Would it ruin the corps
o- cause the rain to come or the sun
to be darkened? The Beef Trust
would lose a trifle of its enormous
profits, but no one believes thefaim
r or cattle grower would lose a cent.
Even the abnormally high price for
hides, now being paid, has not in
creased the price of cattle, for cattle
are now selling cheaper than for
many years before, though the tariff
protected Beef Trust is getting a
highy price for beef.
Take the iron and steel schedules
and abolish the tariff rates on tl e
products of the Steel Trust and
that giant corporation would still
control the market for its products,
for the cost of transportation over
seas would be protection enough and
only inordinate profits would be re
duced. There is hardly a schedule
of the tariff that does not shelter
some trust, or combine, that in all
fairness to a long-suffering people ,
does not require revision. The Re
publicans lefuse to meddle with it,
so this duty must be intrusted to
the Democrats, who are pledged tD
a reasonable reform that will pre
vent the trusts selling cheaper
abroad than here, and while pro
ducing enough revenue to run the
government will reduce the cost of
living to something more in reason
than now.

Canada that the local steel mills are
unable to supply the demand for
rails and large orders are according
ly being turned to the United States.
But the present Canadian duty on
steel . rails is high enough to make
importations expensive and so the
Grand Trunk Pacific company has
petitioned the government to remit
the duty on the ground that it. was
imposed purely as a protective meas
ure and the local mills cannot meet
