REPUBLICANS AND LABOR. Facta Aboot llie Abrogation of the Chinese Eaclunlou Act. In view of the recent minouueement that the administration lias decided to Import Chinese labor for the construc tion of the Panama canal lu opposition to the protests of organized labor. It Is important to remember the attitude of the Republicans lu congress toward the scheme. On the 20th of lust January the house of representatives adopted the following amendment to the urgent deficiency bill: "That the provisions of the act en titled 'an act relating to the limitation of the hours of dally service of laborers and mechanics employed upon the pub lic works of the United States and of the DIstrkt of Columbia, approved Aug. 1. 1892.' shall not apply to alien laborers employed in the construction of the Isthmian canal within the canal zone." This measure was adopted uixm the suggestion of Chalrmau Shouts of the canal commission "that labor on the Isthmus should 1 excluded from the application of the eight hour law, the contract la1or law and the Chinese ex clusion act." It was also stated on the floor of the house that Secretary Taft approved the measure. The iV'mocrats opposed it unani mously, but it was pushed through by means of a resolution suspending the rule against new legislation on appro priation bills. The Democrats, notably Williams. Clark of Missouri. McNary and Fitzgerald. iolnted out that it would abrogate the Chinese exclusion act and the contract Inlxir fciw, but this was denied by the Republicans. In tho limited debate that was al lowed the following colloquies occur red: Mr. Me.Nary I should like to ask the gentleman (Mr. I.lttauer) whether be hind all this Idea of doing away with the eight hour law there Is not the pur pose of employing Chinese cooly labor to build the canal? Mr. Llttauer The Chinese exclusion act controls that. This amendment has no relation to Chinese labor. Mr. Clark of Missouri Is not the very same force that is back of the re peal of this eight hour law. as to the aliens, also in favor of the proposi tion of repealing the Chinese exclusion law If It extends to the isthmus of Fanama to repeal that clause so that Chinese and Japs can come In and work there? Mr. Tawney I will say to the gentle man from Missouri (Mr. Clark) that the eight hour law was construed by the uttoruey general to le applicable to the canal zone, although there was no legislation on the subject. I'pon the same ground the Chinese exclusion act would ik doubt be held to apply. Not a single Itepubllcnn admitted Ie the debate that the measure would af feet the Chinese exclusion act or the alien contract labor law, though they all knew that it did affect Ixith; that it was intended to carry out the sugges tion of Mr. Shonts. And now the ad ministration has cimstrm-d the act ac cording to tlie Shouts theory. It has made arrangements to bring in co.ilj labor under contract with Marchaut the French trader In cooly slaves, as well as to compel laborers to work ovei eight hours a day. The wretched double dealing of tho Republican lead ers was inn er more conspicuous. Those among them who usually manage the party affairs lu congressional cam paigns tried to keep as much in the background as iMxssible. lUlbcock, Sherman, Overs trecr, Jenkins, Crum packer, Ilitt and others of that class were paired in favor of the amend niont, Imt did not vote. Coo-r of Wis cousin voted for the consideration of 11 and then voted against it. These fact! show Insincerity on their part, as well as fear of the consequences. REPUBLICAN TEXT BOOK. Chairman Sherman of the Republic an congressional committee, after an interview with the president, Informs a waiting public that "the book will be a stand pat document, with word pic tures of tho record of the Republican party and reasons why that party should be kept In power. And to think that Mr. Roosevelt's achievements for he at present fs'tba Republlcnu party edited by himself, with his Inmost thoughts laid bare and his trumpet appeal to the voters to once more stand pat for the G. O. P. and victory, can all be obtained for $1 and your name enrolled on the scroll of fame as a subscriber to Republican success1! A Ckaaptoa Necdad. Why does not Neighbor Roosevelt break Into the riparian rights game at Oyster Bay and settle this old stand ing feud among the neighbors? It needs some stout champion to stand tip tor the people, for their access to the water tiej ownjs being cut off by corporations or Individuals in every di rection. It Is getting so in many places that the people have to pay to aee their own tea and reach their own takes and rivers. Our Uwharrie Correspond n t writes: Miss Nauuie Dennis died of ty phoid fever last Thursday evening. She died, not as those who hsive no hope. She was a member of New Bethany Church, where she was bur ied in the presence of a largd crowd. Just about one month ago she fol lowed to the grave her sister, Miss Berta Dennis. None save a Divine Being can understand the seemingly premature removal of these conse crated christian sisters. The entire family have the sympathy of this neighborhood. Young People's Day at Worth ville will be the first Sunday in Oc tober. Program will be arranged later on. Miss Eva Heitman, of Trinity, left last week for Durham, where she will teach in one of the Graded Schools. Two of Trinity 's most attractive young ladies left for College last week. Miss Norma Heddick goes to Greensboro Female College, and Miss Melita Parkin, to the Baptist University at Raleigh. Mr. Geo. Wood and family, of Durham, who have been visiting the family of Dr. Wood at Trinity, left for their home last week. The cotton mills and the gold mine started up Monday morning of last week. Mr. O. It. Cox, of Cedar Falls, w ho has lii'tn ill is some I etter. Mrs. M. A. GlaM has returned to Cedar Falls from a two months vis it to her sister at Oella, Md. She visited Baltimore, Washington, and other places of interest while gone. We have a man in this city in the person of Mr. W. T Muse, who we believe was the youugest man in the service. He enlisted in the Confederate Navy in 1861 at the age ot 10 and a half years.
