The Com mittee, hovtever, do not concur in the re commendation of the Secretary of the Treasury to contract a loan for the re demption of that portion of tlie public debt that becomes due in 1829 and 1830. “Under circiimstances, say the Com mittee, in which the (iovernmenl is under no obligation to pay tlie public debt, at any jjrecise time, but is at liberty, and, perhaps, bound in duly, to discharge it with the greatest advantage to the state of the finances, without producing un necessary inconvenience to the creditor, and giving due weight to tlie cotjsidera- tions already presented, the commiltee do not feel themselves authorized to recom mend a loan or exchange.
