I The Firemen of Charlotte made celebrate the ninety-fifth Anniversary of the Meck lenburg Declaration" of Independence, and right handsomely did they perform their part. Two En gines and Hose-Carriage nicely wreathed with flowers, drawn by pawing sfeeds with main erect, were paraded through the streets, together with the Firemen in uniform and a number of citizens of this and adjoining counties. f ' The procession marched to' the Military Institute grounds, where addresses were made by CoL II. C. Jones, Got. Vance, .Mayor" Do wd. Gen. Young and onr esteemed brother Editor, Jlr Justice, of the Observer. ! The dinner was abundant and excellent, and free to all and enough for all. One or two handred ladies were present. .1 r The committees of Firemen really deserve praise for the manner in which tbey discharged their duties and for the handsome treat'afforded on the occasion. '- The Whipping Post. : n the crowth of what is called refinement and in- telligeucc a great many ot the old-fashioned pains and peuuliies of misdoing haye been wept away as "barbarous." In English history and literature the whipping poet and the pillory figure very conspicu ously, and because of that figure the world seems to have coincided in the judgment that has consigned them to its lumber liiubo. Ju some of our States, however, these ancient instruments linger, are con stantly used, and arc believed in as effective re straint; against crime. We reported yesterday six cases of Shipping for minor ottences in the State of Delaware. If we judge by the example that .State presents we may well consider whether or no there is not good reason to revise the decree so generally given against the whipping post and the pillory. Was it cot the abuse of these instruments that caused the world generally to givelj them up : Aud if we are to give cp all punishments subject. to abuse which shall we at last retain? Nobody likes to think of Daniel Defoe iu the pillory : but unjust laws and uujust judges would make equally infamous use of any conceivable penalty, jj We believe that the abandonment of these puuishments was merely au early effect one of the rst-j-of that philanthropic sentimentality toward criminals which now demands the abolition wf capital punishment, and which, as a next step, will demand that all prisons be torn down or turned iulo free lunch houses, aud will, perhaps, never stop till it establishes the full immunity, if not the meritorious character, of, every ofTeuce against the peace of society. Some pitiful scoundrel com mits a small aud shameful otfeuce. Why should society (hereupon assume the: charge of his support an 1 visit upon him no evil but the loss of a liberty for which he cares nothing? ls'it not more rational to give Lini a hearty physical, discipline on the tpotl Tiiere is lound m Delaware one niost-eloqnetii laci in support of this view. Tlie . whipping plan ac tually pievt nts crimes of the sort that are punished at the w'liipping post. So much can scarcely be said for anyjothcr punishment. j'Eevolvers" and re peatersj who keep the prisons full in all other places are not known there. lt'is but very seldom they bate to whip the same rascals twice. -V. 1".
