The committee recommend an increase
of money paid on entries of vacant laud to
lo cents, for any numler of acres however
large or .-mail.
A radical change is recommended in ano
ther part of our revenue system, viz: that
taxes be levied and collected iu tbe same
year ; that lauds be assessed every five
years, and that a plan be adopted to pro
duce greater uniformity in valuations ; all
of whin is set out iu a bill reported here
tofore to the S-. nate.
In twelve months from t his time, it is con
fnohtly In ped, thai the N. C. Railroad will
be completed, if the aid asked from tho
State be giveu by this Assembly. Should
this stock pay two per cent, upon three tnil-
sci ipth ii, this will discharge, ia 150, the

company is asking. Should the hopes of
the con. puny be realized, and the road sus
tain itself, paying its expenses and the in
terest upon the Mate bonds, the Treasury
will he relieved of a heavy charge, and a

the v ari l their posterity will feel and appre
ciate in this and in future time.
If the recommendations of the commit
tee be adopted, we shall have an income
ncvir less than 1 10, ',000 per annum, and
'.with all this addition t o our means (hat may
be looked I'm- in the future, the wants of
the Trca-ury may be supplied, the expenses
of the State (iovel nun nt, and the consti
tutions and the aid given in the prosecution
o! public works amply provided, until tho-e
weiks, when con pUted, shall provide for
thciiisilvcs, and exhibit their high, their
grand moral cflict in binding together with
bars of iron, and with hooks of steel all the
no mbers of our common mother iu their
interests, tln ir atk-ctiotis, their hopes and
