Senator Payne of Ohio is probably the most carelessly-dressed man in the up per house of congress. Bicycles in the Army. The statement that bicycles were to be substituted for cavalry horses in some military operations avas at nrst not un nuturaily treated as a joke by most peo ple, let in the recent maneuvers the Austrian army scouts mounted on bicy cles and tricycles outdid cavalry in en durance, and now the cycle is formally adopted in the Austrian military es- tablLshment. Another contrivance now in full military use is the balloon, which is adopted in nearly all European ar mies, while in Germany the aeronautic corps is combined with the railway bri- ade. Pigeons, too, have become parts of the military force in Germany ami France, and to a less extent in Russia, Italy, Spain, and Portugal. In the twj lirst-nained countries private homing club train birds to supplement the mil itary lofts, and it is obvious that pigeon posts may be very useful where com munication by telfgraph or signal is in terrupted. Finally, according to the Hanoverian Courier, dogs are kept in the yard of the b:rracks at Goslar to bt trained for military purposes. The com mander of the 4th army corps has or dered similar experiments in other gar rison towns and when sufficiently drilled and set up these four-legged re cruits are expected to accompany sen tries on their beats, and possibly to per form a service analogous to that of the geese whose cackling saved Rome. If the object can be seen, lay the loop over it, close the eye, and the mote will come out as the hair is withdrawn. If the irritating object cannot be seen, raise the lid of the eye as high as possible and place the loop as far as you ean close the eye and roll the ball around a few times, draw out the hair, and the sub stance which caused the pain will be sure to come with it This method is practiced by ax-makers and other workers in steel.
