WEEKLY WASHINGTON LETTER After all, may not the great de monstration made over Admiral Dewey's home-coming have been - pushed lo its mammoth proportions by design of the sympathizers of the expansion policy of the administra tion who have made piles of money out of the war. If this were a fact, it nevertheless detracts nothing from the prestige and reknown of nim as a great naval officer. Where has Sampson been nil the while Dewey has been receiving the homage of the nation ? He was in the procession, not far behind .-Deney, but Schley was several numbers further back. Neverthe less, in both New York and Wash ington,. .Schley received ovations second none when he came along. Schley is a sort of second figure in the procecsions, but none stand above him in (ho estimation of the mass of the people. Unless Mr. McKinley exhibits a little more backbone than usual, his party managers are going to compel him to drag Admiral Dewey along with him on the stumping tour upon which he is to start next week. They are now trying to get him to promise to ask Dewey to accompany him, knowing that Dewey would have to regard e uch a request as an order he must obeytregardlesa of his' own wishes. Ntt. McKinley has not yet agreed to become a party to thu attempt to use the country's admiration I'or Admiral Dewey as a republican vote-maker, but there is danger that he will do so, notwith standing all the administration talk i'or months past about Dewey being allowed to dispose of his time in any way ho pleased when lie got back home. The administration is very glad of the Dewey excitement, which is now at white heat. It serves to dis tract public attention from the humiliating fact that the Filipinos, who have no navy, succeeded in sinking a U. S gunboat and billing or capturing its entire crew, within 25 miles of the city of Manila. If the Cubans all feel as strongly concerning the action of Gen. Lud low, in pushing aside the civil au thorities in Havana and Hitting an end to a labor strike by arbitrary military authority, as (Jen. Carlos Garcia, who is now in Washington, docs, there is danger ahead. When the news of Ludlow's action reached Washington, (Jen. Garcia sent Lud low" a telegram saying: "I beg to remind you that you are not in Russia," and speaking of that ac tion he said : "Of all the blunders tics towards republicans and are talking as sweet as pie to them.
