PRETTY GOOD GUESSWORh
Everybody is speculating or
how the defeat of Germany will
come about. One able authority
states the belie! that the German
war will emd in the gradual dis
integration of the forces of that
country and "not in sudden sur
render." It could be; it could be
so! But there are a number of
thoes big boys, Hitler included,
who are scheduled to be hung,
shot or otherwise "disintegrated" I
and that cermony cannot be clos-1
ed up "gradua.ly." Some folks say '
that he should be "left to Stalin,
w ho would know how to disinte
grate" the big stiff.
Of course Hitler knows that he
is beaten, and 'that is explained
by the wise-boy to blame for this
item as the reason why Hitler is
"determined to create as much
chaos in Europe as possible. That
shows why "Hitler is acting in
this stage as n pure revolution
ary."
PATTERNS FOR PEACE
The Dumbarton Oakes Confer
ence produced substantial agree
ments among the United Nations.
The Mexican Conference has put
some improvements on the
Dumbarton Charter. The two
conferences have rounded out the
agreements made by Roosevelt,
Churchill and Stalin. All this
"spadework" nas been supple
mented by" discussions and de
bates in the United' States Con
gress and the British Parliment.
The next step towards making a
pattern for World Peace will be
the gathering of representatives
from the United Nations at San
Francisco on April 25, he sup
port pledged to Roosevelt by our
Congress, and to Churchill bv his
Parliament, is most encouraging.
Both these heads of Governments
have vouched approval of Stalin,
and that has gone a very long
ways towards clearing up doubts
about Russia playing fair and
coming through with a form of
peace that will allay the suspic
ions of skeptical millions of
people in the ieading countries of
the World.
It is most important to note
the almost universal approval
that backs the Big Three. They
are given credit for having laid
the foundations for lasting peace.
We all hope for the end wars
through seccesaful agreements
by the United Nations. Judged
from our experiences in the past
it looks though civilization can be
and will-saved from future
World Wars. Anyway, we are on
the right track.

The Approach
Planned Economy was advocated
In Germany by a small group of the
orists as long ago as 1880. The large
mass of politically minded Germans
l considered them harmless cranks
and toyed with their ideas abstract
edly for all of ten years before they
I saw danger in them. People who
I were loyal to the old Germany and
its ways learned suddenly that .
Planned Economy was gaining pop- '
ularity.
Serious consideration of Planned
Economy started among conserva
tive thinkers in Germany about half
a century ago. Deliberate, Teutonic
minds almost universally opposed
the thought of manhandling econom
ic laws which they recognized as
natural law*, worthy of respect in
any orderly society. Just the same,
they saw in Planned Economy a
powerful tool for rough work.
Something Different.
Fifteen or 20 years passed without
much outward change. Planned
Economy was still in the back
ground. Everybody seemed con
scious of it. More and more people
admitted believing that parliaments
had a right to enact written laws
against the workings of competition
as they understood it. In fact, every
time a German became dissatisfied
with conditions he thought about
Planned Economy.
. Finally 1914 came, bringing World
War I. Germany quickly went all
out for Planned Economy. It was
a shrewd political move. People
reasoned feebly that open competi
tion must cost something, and ac
cepted the new order in the name of
efficiency; to win the war. All in
dustry went hurriedly under govern
ment control, and the dreams of yes
terday's unpopular minority became
the rule.
Monopolies Thrived.
Government managers eliminated
new and growing industrial plants.
Huge monopolies grew larger still.
It was the easy way for government
because a few big concerns are less
trouble to manage than a large
number of small ones. Competitors
entered into cartels to hike prices
and hide incompetence. They di
vided markets like pies and traded
customers as if they were sheep.
Defeated in World War I, burdened
with reparations, lame of manpow
er, Germany took a still bigger dose
of government control. By 1939 Hit
ler was dictating to a race of con
servatives who could still remember
laughing at the economic planners
and saying, "It can't happen here."
Planned Economy had given way to
National Socialism; in other words,
plain dictatorship.

We have Planned Economy in
America now, a powerful weapon for
rough work such aa we are doing.
But Planned Economy is still a hab
it-forming medicine. If America is
to be prosperous again, this drug
must be used sparingly. Rationing
is affective if it's necessary, poison
ous if it's not. Rationing, in its
only safe form, is held to an irreduc
ible minimum?not taken for effect.
America's defenders and her al
lies must be fed. Also must the
people at home understand that their
government is still a power that's
friendly to them. Returning now tc
the easy rationing rules of last Sep
tember and October would yield
more support voluntarily than Hitler
himself could get with his three
speed machine: (1) Planr.ed Econ
omy, (2) Regimentation, (3) Dicta
torship.
