By virtue of the machinery act wh
ich passed the General Assembly in
the last week of its session, the boards
of county commissioners and the
boards of appraisers and review will
meet in each county of the State on
April 5 to determine if the value of
property as heretofore assessed is in
excess of fair value at the time of
the meeting. And if it finds that the
assessed value is excessive, it ahull
report the average percentage, of such
excess to the State Tax Commission
not later than April 20, 1921, These
values shall be construed as the pro-,
per assessment unless they are chan
ged and revised by the State Tax Com
mission and certified to the county
commissioners not later than July 1.

The provisions ur the Revaluation
Act, setting forth the methods for re
view ot valuation follow:
"The Board of County Commission

under Chapter SI of the Public Laws

cess or the actual value, it shall find

cess In the county as a whole or in
the several cities, towns and town
ships, ..anil shall report its findings so

not later than the twentieth day of
April. 1921. The values so reported
shall be the values at which the pro
perty shall be assessed fur taxation,
unless and until the same have been
changed and revised by the Plate Tax
Corn-mission and certified to the board
of county commissioners of such co
unty, which shall he done not later
than the first day of July, i:?21.
"Sec. 28 lb). Specific Complaints
"The board of county ('Commission

valuation or under-valuatlon of any
particular tracts of real property,
and after the general equalization or

at an amount in excess of the actual
value of such properly on the first day
of May, 1921, may have the right to

the provision of Bub-sections a and b.
of this section, or the value of real
property as heretofore appraised in
such county as a whole Is in excess

de. - In the event such order is made,
it shall be in lieu of the remedies pro
vided in -sub-sections a and b of this
section and the board of county com
missioners shall appoint a board of
review, composed of thre? resident
ledge of the value of real estate in
such county, and such board of re
view may appoint such number of as
sistants as in their judgment is nec
essary to complete such revision, not
later than the first day of July, 1921.
The said board shall take and sub
scribe to an oath to perform their du
this act according to the best of their
ability, and shall give notice by pub
lic advertisement that tff? board, or
one of its members or assistants, will
attend at least one day In each town
ship. and as long as shall be neces
sary to hear evidence as to the true

age value per. acre and value of town
lots and the value as a whole, shall
be made to board of county commis
sioners of such county and to the
State Tax Commission, not later than
the fifteenth day of July. 1921. and
shall be subject to the authority of
tl^e State T*ax Commission as a state
board of equalization, so as to pre
serve a properly equalized value of
real property in the several counties.
The board of county commissioners
shall fix the expense that may be in
curred under this section, such ex
pense to be borne by the county."
