By virtue of the machinery act wh ich passed the General Assembly in the last week of its session, the boards of county commissioners and the boards of appraisers and review will meet in each county of the State on April 5 to determine if the value of property as heretofore assessed is in excess of fair value at the time of the meeting. And if it finds that the assessed value is excessive, it ahull report the average percentage, of such excess to the State Tax Commission not later than April 20, 1921, These values shall be construed as the pro-, per assessment unless they are chan ged and revised by the State Tax Com mission and certified to the county commissioners not later than July 1. 1921.
