I know that you ?fre going to try to defeat it and I think you will succeed and I want you to let my personal friends in the House, of which I have several, know how I feel about it. "Mr. Ward js right. It would take considerable ingenuity to work up a defence for the exemption from tax of those the best able to pay It. The fact Is. It could not be defended. All that could be done would be to apolo gise. There Is no excuse for a legisla ture to do things so repugnant to Demo cratic principles of fajr play as to exempt stocks In foreign corporations. They have long been taxed. Ir they are. also taxed somewhere else that Is the concern of the owners and no fault of North Carolina. The point Is that the owners of these stocks can afford to pay the moderate tax that the North Carolina counties and towns (there is no state tax on them) levy on these stocks. These counties and towns pro tect their persons and furnish them the ordered conditions which make life safe and pleasant.
