Congressman Hallett S. Ward has
sent this letter to Representative Lind
say S. Warren:
I have just read account o{ the Leg
islative proposition to exempt stock
in foreign corporations from taxes.
You are the most appropriate man as
well as my preference for me to Vkrite
to and give my views upon a question
pending in the Legislature.
My business is in Washington ? all
I can attend to and more and I beliey?
in the doctrine of every man attending
to his own ? but while my business Is
in Washington I have rights in Ra
leigh. I have rights in the Democratic
party equal to those of any other man.
I am called on and always cheerfuly
respond to the call to defend those
rights and to defend the party but if
I have to defend this proposition some
more ingenious man than I will have
to show me the way and if I am not
shown instead of defending it, I shall
denounce it. To my mind It is the
most inexcusable offence to democracy
I have ever heard of. Call It business
all you please, I know it is both busi
ness and politics and devilish bad
quality of toth .
I know that you ?fre going to try to
defeat it and I think you will succeed
and I want you to let my personal
friends in the House, of which I have
several, know how I feel about it.
"Mr. Ward js right. It would take
considerable ingenuity to work up a
defence for the exemption from tax
of those the best able to pay It. The
fact Is. It could not be defended. All
that could be done would be to apolo
gise. There Is no excuse for a legisla
ture to do things so repugnant to Demo
cratic principles of fajr play as to
exempt stocks In foreign corporations.
They have long been taxed. Ir they are.
also taxed somewhere else that Is the
concern of the owners and no fault
of North Carolina. The point Is that
the owners of these stocks can afford
to pay the moderate tax that the North
Carolina counties and towns (there is
no state tax on them) levy on these
stocks. These counties and towns pro
tect their persons and furnish them
the ordered conditions which make
life safe and pleasant. Tbty should
reciprocate by paying Just like other
folks In exact proportion to their
ability.
