That the board of county commissioners ot the several counties of the State are hereby authorized. In their discretion, to make an allowance to any eligible mother (as herein after explained and deflned) for her support, where she Is left with a child or children under fourteen years ot age, under the conditions hereinafter | set forth.' . .. Sec. 2; That the county board ot charities and publla welfare of any connty, after Investigation by the coun ty superintendent ot welfare, may der ? tlmlne what amount within the- pro visions of this act Is advisable for the care of a child or children, and shall recommend to the board ot county com mlssloners that an appropriation be made for the support ot such mother and child or children under fourteen years of age. Sec. 3. That the maximum amount to be allowed per month under this act shall not exceed fifteen dollars for one child, ten dollars aadltional lor the second child, and five dollars ad ditlonal tor the third child, or any ex cess ot three: Provided, the total a mount shall not exceed forty dollars, except In extraordinary circumstances in which it appears to the* satisfaction of the board of county comraislo?ie?? that a total of forty dollars per month would be lnsufficent to secure the pur poses above set forth. That to be eligible to ap ply for mother's aid awoman must be the mother of a child or children un der fourteen of age, a resident ot the State of North Carolina for three years, and a resident of the county tor one year preceding, and possessed of ef ficient mental," moral, and physical fit ness to be capable of maintaining a home for herself and child or child ren and prevented only from lack of means. Such person must be either a widow, or divorced, or deserted. Such voucher shall be made out against any fund in the treasurer not otherwise appropriated: Provides, the total amount for the State shall not exceed a maximum of fifty thousand dollars (150,000) per year, to be apportioned among all the counties on a per <?plta baaia : Provided, that the proportio nae share of any county not avail ing itself as above provided by this act shall remain in the hands of the State Treasurer until otherwise ap propriated. Sec. 9. That all laws and clauses of laws in conflict with the provisions of this act are hereby repealed. Sec. 10. That this act shall be In force from and after its ratification. Ratified this the 2#th day of Feb ruary, A. D. 1923.
