Something new In the battle be
tween street cars and auto bum baa
developed la Emporia, Kansas, says
the Sioux City, low*. Daily Tribune,
in recounting the tact that the electric
railway company of Emporia "ha*
offered to pay the city for tearing up
its rails and repairing the pavement,
If the city will agree to the subatltu.
tlon of bus service for i treet car serv
ice.
Emporia Is probably the. .first city
In the United States to be faced with
making the decision' for op against
buses or street cars. In the meantime
Manchester, England, after thorough
consideration of the subject, has de
cided through a committee appointed
by the municipal government, that
street car transportation is more prac
tical than any other system available
at the present time.
Points made Id the report which is
held to apply to conditions in any city,
give the street cars credit for carrying
more passengers, keeping them all
under cover, better average speed over
reasonbly long route and greater re
liability. A street car -will render as
much service to the public. It is held,
as three or four buseB. In tog or deep
snow the bus is held up while the
street car goes on, says the report.
Expense alone would prevent bus lines
ever being able to give adequate serv.
Ice to the public during the time of
rush traffic. Street cars can afford to
carry passengers father at the same
fare, an advantage to users and tax.
payers, It is decided.
As evidence of this, witness the New
York and Chicago bus lines, the largest
In this country, which have a ten-cent
fare for much shorter hauls than can
be secured on street railways, sub
ways or elevated lines In the same
cities. .
Brltton I. Budd, president of the
American Electric Hallway Associa
tion. points out that the average fare
of American street railways Is 7.14
cents with a tendency toward lower
fares.
Buses tear up the streets paid for
at public expense while electric lines
lay their own tracts and street and
pay taxes on the same. It Is probable
that few cities vrill be ready to Junk
their electric service lines without
further light on the subject and some
guarantee for upkeep of their streets.
KOVT BlTKN IN CHILE
As in France a man is guilty of a
crime until he is proved Innocent, so
in Chile a man is considered guilty
of having set his house on (ire until
he proves that he had nothing what,
eer to with it.
When a fire occurs the owner or the
occupant of the burned building is
promptly arrested and brought before
acourt of law. There, legally speak,
ing, "the burden of proof Is on him."
Needless to Bay there are very few
"fire sales" In Chile.

PETERSON ASKS FOR FRANKLIN'S
VOTE
To the Democratic voters of Franklin
County :
I am coming directly and frankly
to you, asking you to vote for me for
Commissioner of Labor and Printing.
Mr. Shlpman has held the office
for sixteen years. Unless the officeB
are to be made life-tenures, that seems
enough. In that case, however, the
farce of elections should be discon
tinued.
I am a graduate of Wake Forest
College.? there with Governor Blck
ett. and If he were alive, you would
have only to ask him whether I am
qualified. However, both the candi
dates for governor have my measure
and can tell you whether I am strong
enough for the Job. Bnt as that is the
question, I refer you to the fact that
the Sampson county conentlon thought
so and unanimously endorsed me. Also
an even dozen of the biggest and best
known men In Cumberland endorsed
me strongly In the Fayettevllle Ob.
Berver. These Included such well
known men as John A Oates, Dr. Mc
Gougan. recently retiring as president
of the State Medical Association, and
formerly state senator, also Capt. Jas.
D. McNeil, the Democratic war horse
and long president of the N. C. Fire
men's Association. In Wilmington
such men as J. O. Carr are backing
me. Robeson where I lived five years,
Is practically solid for me.
In fact, the whole southeast Is lin
ing up handsomely, while In piedmont
and mountain counties strong Influ
ences are at work. Several papers
have come out squarely for Peterson,
among them the Monroe Journal,
whose brilliant editor Rowland F.
Beaseley declared that he "must^ote
for Peterson for the simple reason
that there Is not In the State a man
better fitted for the office."
T gave 21 years of my life to school
work when salaries were low. I have
devoted eleven years to read editorial
work, hewing to the line without re
gard to consequences. Considering
these things, you can realize that I
am not able to make an expensive cam.
palgn bnt mnst tepend npon this little
advertisement to reach and win yon
On the other hand, Mr. Shlpman, be
fore going to the office, had served
only a few years as editor of a Ruth'
erfordton paper. Besides, he has had
It sixteen y?ars Give It to me only
half so long, or even for one term,
and I shall th\nk you with all my
heart.
Pleasr settle this matter before elec
tion day and go oat snd help secure
me a big majority In Franklin. I have
never asked any favor before, bnt 1
do earnestly ask you for your support
this time.

O. J. PETERSON.
