Changes In Choler^ Regulations Revealed On October 16, 1969 the North Carolina Board of Agri culture acting under autho rity conferred by General Statute 106-322.3 passed reg ulations whereby, in addition to the provisions provided in G. S. 106-322.3, no indemni ties shall be paid for swine dying or destroyed because of being affected with or ex posed to hog cholera: (1 ) When there is evidence that swine on the premises have had access to garbage, or table scraps including those from the owner's table, unless the owner is in possession of a valid permit issued by the North Carolina Department of Agriculture and is in com pliance with all provisions of the State Garbage Feeding Law and Regulations. (2) When fences have not been maintained adequately to keep swine on the premises from leaving, and others from entering. (3) When failure to dispose of dead swine as required by law has occurred. (4) When the owner or person in charge has failed to take reasonable care in pre- , venting unnecessary traffic of s people, animals or equipment into areas containing swine. ' "Unnecessary" shall mean not essential to the feeding and maintenance of the swine. The changes were made by the Board of Agriculture con tingent upon approval by the North Carolina Hog Cholera Control and Eradication Reg ulatory^. Committee. Unani mous approval was given by the Committee on October 23, 1969. The changes are effective immediately. Under regulations promul gated by Commissioner James A. Graham on July 18, 1969 1 and approved by the North ' Carolina Board of Agriculture on October 16, 1969, swine may be moved from farm to farm only after a permit has been secured from the State Veterinarian or his aurtho rized representative. A condi tion for granting the permit has been that all swine mov ing from farm to farm be given a prophylactic dose of anti-hog cholera serum by a licensed Veterinarian within S days prior to the date of IT'S COMING arrival at their destination or within 24 hours after arrival at North Carolina destination. Henceforth, the requirement ' for administration of anti-hog cholera serum to swine mov ing from farm to farm shall not apply to the movement of swine from a single farm of origin to a farm where addi tions have not been made within the preceding 30 days, except from the same source.
