Pratt, frpp ! lywv wan -f appeal oNHaissog, ooirrratriD ibom bxcoitd aan.) determined in ereat measure the cost of. it . Thia scale was nxed oy tne poara that worked under Governor J arvis and most of the expenditures were incurred under tbe plan 01 operations wmca Gov. Jarvi sanctioned. to. Jarvis had much experience in such matters and as he was in direction nlil he' vacated the office of Governor in February, 1885, we may assume that he manafired with his accustomed wisdom 4o keep the xpenses down to the lowest notch. : The chief question to be considered is. was there extravagance? We do not know but that some little money might have been- saved, but in the manage ment of such a great undertaking! reason able diligence seems to have been ob served to prevent unnecessary expense We think perhaps the servant hire is excessive, but that depends in great measure On what the servants have to do and how competent they are. The board is said to have otten can vassed this matter, and while desirous of reducing the item of wages, has never been able to dp so There are some other doubtful items of expense, but the members of the board are men of good sense and they thought those items proper to be allowed, we might not have concurred with them in all these cases. f. ; Mr. i Wilson was allowed quite an amount in addition to his salary ' for his Bervices at New Orleans. Perhaps this Was an injudicious expenditure, though judging from all accounts we have no doubt that Mr. Wilson's services were Worth. what Was paid for them. We present this matter as : the board of agriculture has presented it. We do pot understand that any excuses are to be made in any way for what has been done, hut the people of North Carolina have only to suggest that information if 'desired and the democratic officials hasten : to give it It is thus that the board has made its publication in the Bulletin for the information of the peo ple.: We hold that state officials should not be tod hastily accused of mismap atemeht or extravagance, particularly when, as' in the present instance, those officials are men of high character and intelligence. : At the same time, when ever either mismanagement or extrava gance appears it; should be exposed without fear or favor, whether it be the fault of party friend or nariv I foe. The fullest lieht too should he thrown and kept by officials upon all affairs of public concern. This is the only proper view to take of pub lic Business. v i The Kawa and Obsxbvkb does not think that the department of agriculture has been operated to the best advantage and rwe jiave often unred that ereater attention be paid to the prime object for which the department was established-jibe fosterine of . agriculture. What we would no w urge Is this: Let us have good and efficient v officers, let the board practise l rurid economv. and let the de partment te id faci as in, name the de partmen.t of agriculture .
