The Treasury d urine: the past fiscal year has not been free from embarras ment. It is seen that the balance to the credit of the Public Fund on the 1st of October last was qite small, though tke Educational Fund was in a better condN tion. There were specific appropriations for the Insane Asylum aud tbe Institution or the Deaf and Dumb and Blind, $70, 000 for the former and $50,000 for the atter, including $5,000 for repairs and to provide for an existing deficiency. To meet these appropriations a special tax of 8 1 cents on the $100 value of property was levied. This tax brought iuto the Treasury $97,377.46, making a deficien cy of more than $27,000, which was sup plied from the General Fund. While the Sta'e Government, in all its Departments is administered as economi cally as its system will admit, and not" withstanding a very material reduction of its expenses has been made in the past two or three yeors, it suffers embarrass ments to a creater or less extent each year, l his is tlua solely to deficient levies for raising re venues The reduction of the tax levies, was belarc.the ratio of the re duction of expenses. THE PUBLIC DEBT. Under this head Treasurer Jenkins re- ports that the bonded debt of the State amounts to $29,548,04,5; and he calls the attention of the General Assembly to the necessity of making some provision in re gard to the debt.' The statements show in extenso the amount of the same, when due, and for what purpose issued. It is seen that the entire amounts, excluding special tax. and unconstitutional bonds, is $17,881,045, with past due interest, say 5, 506154 For specificlinformationhe distributes the same as follows : 1.' The same may be said those issued for the Western North Carolina Railroad Company. At any rate but little work was done on the road from 1 theii proceeds. The bonds for the Wil liamston and Tarboro Railroad Company were sold at better rates, but as 6aid above, the State has lost its entire invest ment. The Western (Coal Fields) Rail road Company, derived no benefit worthy of mention from the $1,320,000 issued for that 'company, .
