SJjt Cgoening gogt. WILMINGTON, N. C. Saturday July J 2th, 1873. It is said that a company has been formed in New York city to introduce the system of steam towage on the ca nals in New York State. There hat been but one experiment of the system in this country, when a short, cable was laid in the Erie Canal from Buffalo to Lockport. It was soon abandonded, but this must have been on account ot a lack of means in the company, which was to extend its cable to Troy ; for the system of steam towing by cable is in Buccesatul operation in several European countries, very largely in Belgium, and I on the river Seme in France, for towing Vir:ita hrtwnen Havre and Paris. But a tram oi canal I boats 13 dragged along on the same prin-1 ciplc as a train ot cars; and, as the cable lies at the bottom of the canal and is liftnH nvcr the steamer's wheel only as it is used, it in bo wise interferes with tho navigation of the canal by other boats. The intro-1 duction of steam-towage would, there- fore, have its favorable influence on the transportation question in this propor tion. (Condensed from the Raleigh News.) Educational Convention. SECOND DAY'S PROCEEDINGS. The conventien was called to order at 10 o'clock, the President Hon W H Battle, in the chair. Prayer by Rev Dr Atkinson, ot Vir- Kinia. Governor Caldwell asked that his nanio be registered from Burke instead of Wake. Minutes of yesterday read and ap proved. Hon John W Norwood deliver an essay on proceeded to AGRICULTURAL EDUCATION, which came up to the standard of the excellent wiiuutra or tuisj gentleman At the conclusion of the essay, Prof Melver offered a motion to restrict de bate to ted mintcs length on any subject before the convention. Dr Craven, Gov Caldwell, and J H Harriss. of Wake, opposed the motion which was withdrawn by the mover. Reports ot committees being in order Major Bingham submitted tho report from the committee on COMMON SCHOOLS aud reported as follows: Tho committee to whom was referred the resolution in reference to the present school law of the State and other reso lution?, regret 'that the time allowed them within which to report, has been inadequate to a proper discharge of the important duties assigned them. They can only state in general terms that the great want is that of a proper public zeal on the subject ot education, and the means necessary for the support of schools. It appears that there are about three hundred and fifty thousand children in the State between the ages ot six and twenty-one years, aud that the law pro tides an annual school fund of about two hundred and fifty thousand dollars, making about seventy cents for each ehild. The constitution requires that a free public school shall De taught four months each year in every school dis trict in the State. The law provides, that the question of levying an additional school tax shall be submitted to the qualified voters in each county separately. The committee are informed that very lew counties in the State have voted for tho additional tax, so that seventy cents a year for each year is all that the law provides for carrying on the schools, ac cording to the requirements of the con stitution. It is needless to say that the means provided is altogether inade quate to the end. These additional facts are striking and suggestive. The population of the State in the year 1870 was 1,071,381. Of this population there were 397,690 persons who could not read and write" 166,397 whites and 230,000 colored. There are about 350,000 children in the State, $30,000 of them are white : 120,000 are colored. In that year, 65,301 white children and 11,419 colored, attended school. The Report of the Superintendent ot Education shows that there were last year in public schools about 50,681 children 34,294 white and 16,387 col ored, and 7,055 in private schools. In the year 4860, 110,576 children at tended cchcol. In tho year 1850, 100,808 attended school. The committee beg leave to report the lollowing resolutions: I. That tne general j&aucauonai in terests of this State are deplorable and alarming in a high degree, and are such as to require and command the noblest and most self-sacrificing efforts ot every true son of North Carolina to relieve her from such senous emoarass- menU 3. That the chairman of this conven tion appoint a committee of seven mem bers, charged with the following duties: 1st. That in the judgment of this Con vention national aid should be extended to the States for the promotion of edu- ti and that the chair app010t a;com rmttee ot -.to memorialize Congress on this subject. o. That this Convention respectfully and earnestly request and urge every friend of the State, the people, and par ticularly the clergy, all public speakers and the press, to be zealous and constant in making efforts to arouse the whole people to a realizing sense ot the para mount importance of Education, and especially of common schools, and ot the overruling necessity for universal, active and cordial co-operatien among them to the rising and coming gene rations, and thus avoid the blight and disgrace of ignorance. A lengthy and interesting discussion ensued on the adoption cf the report. Professor Mclver moved to strike nut resolution three. Hon T 0 Fuller replied in advocacy of the adoption of the report as it was. Captain Dugger, of Warren, opposed the resolution principally on account of the prescribed time for the operation of the schools. ! Majors Bingham was in favor of the resolution and ably advocated the adop tion ot tho resolution as a Whole. Hon J W Ncrwood rose to make a suggestion only, not a speech. Mr R C Badger stated the temper of the present Legislature, of which he was a member, in regard to the matter now under discussion : tnat it would not in his opinion levy a larger tax for schoo Durooses. and to utihz3 what we have I n0w, he would favor the adoption xf the report as a whole. Mr J W Holden said that he had moved the adoption of the report as whole because of its broad, catholic, patriotic, North Carolina spirit, and he objected to the striking out of the third resolution for this reason, as well, as be cause it merely proposed to memorialize the General Assembly and the people in iavor of a system of education which was substantially a return to the old basis of education in this State. Rev Mr Mangum offered an amend ment to the resolution, which was af terwards withdrawn, and by agreement between the . committee, Mr Mangum and others, the resolution was amended by striking out and insertion certain words. W W Peebles, Esq, of Northampton and Professor Mclver still opposed the resolution. Mr Peebles, in his able argument said that the sentiments uttered by his friend, Mr Fuller, and the other gentle men on that side ot the question, met his hearty concurrence ; but he disagreed with them in their conclusions. Pending further discussion, the Con vention adjourned till 3 o'clock p m. AFTERNOON SESSION. Tbe Conyention met at 3 o'clock, the President in tbe chair. ' The diseussicn on the third resolution of the report of the committee on com mon schools was renewed, Messrs Mclver and Fuller participating. The report, with a slight alteration 6 the third resolution, was unanimously adopted. Key Neill McKay vtrom the committee on the UniTenlty, submitted the follow inc report : Resolved, That the revival, of the Uni versity of North Carolina, at the earliest practicable moment is essential to the thorough improvement in the education of the people of tbe State. J M Lovejoy, oi Wake; advocated in some well timed remarks the adoption of the report and resolution, in which he pressed upon the Convention the importance of the revival of the Uni versity. Dr Wmgte paid that he would favor the resuscitation of the . University at Chapel Hill. Dr Craven said, I am distinctly in favor of a University on a broad, just, liberal basis ; not a State college as Chapel Hill was before the war, not simply a curriculum college supported by the State and called a University, but a University in the proper sense, tit to receive and carry on the graduates of our colleges. Dr Pritchard did not rise to make a Speech, but simnlv to ask information nf Prof Mclver in recrard- to the nresentl financial condition of the University. He was in favor of the resuscitation of the college. Prot Mclver made a detailed state ment of the condition of the college, showing how the debt oi 180,000, now hanging over it, was contracted, &c. Rev Neill McKay made an able and engthy speech in support of the reaolu-; tion. ne was glad to see the liberality displayed by the Presidents ot the de nominational colleges, present in the body, of the convention, and also the eadmg Ministers of the various church es, towards the revival of the University. Mr Argo onered a resolution that in he resuscitation of the University all political or church influence will be re moved. I Fending farther discussion, the Con vention at 6 o'clock adjourned till 8:30 o'clock p m.
