Within the 20 squadrons now engaged in th^pro- gram, we have achieved almost 100 per cent air crew participation. These organizations have thus at- .tained a combat capability which has exceeded our most optimistic expectations.” The general went on to explain that “equally obvious, upon some reflection, is a by-product benefit we dei'ive from the program.
